AND RECOMMEtJDItIG TO THE CITY COUNCIL OF THE CITY OF ANAIIEIM
ADOPTION OF At~AHEl11 GENERAL PLAN AMEt~DNENT N0. 145.
WNEREAS, the Ctty Councit of tne City of Anaheim did adopt the Anaheim
General Plan by Resolution P7o. 69R-6,~4, showing the general description and extent of
land uses withtn the City and indicating the present belief of the Councll as to
possible future development and redevelopment of land within the City; and
W1IEREAS~ pursuant to requests from the Anaheim Redevelopment Agency and
property owners for General Plan study, the Anaheim City Planning Commission directed
City staff to prepare a Genere) Plan Ame~dment for AREA I- Center City (a 2$-block
area in downtown A~ahetm, being a portion of the adopted Anaheim Redevetopment
ProJect Alpha and AREA II - Orangewood Avenue and Clementine Street; and
WIIEREAS, the study areas for consideration tn the General Plan Amendment are
described as follows:

provisions of the Caltfornia Envlronmental Qualtty Act, to prepare Environmental
Impact Report ~Jo. 188, in connecYton with the General Ptan Amendment for the
fore9oing areas under cons!deratlon; and
WHEREAS~ the Anaheim City Planni~3 Commisslon did holcl a ~ublic hearing at
fremont Jr. Hlgh 'chool Auditorlum, 60R West Lincoln Avenue, Anaheim, on NovPmber 1,
1976, at 7:30 p.m., notlce of said public hearing having been duly given as required
by law and in ac:cordance wlth the provisions of the Anaheim Municipal Code, to hear
and consider evidence for and against said Amendment to the Anahelm f,eneral Plan and
to investigate and make find(ngs and recommendations tn connection therewlth; and
W1IEREAS~ said Commi~sion, after du~ inspection, investigatton and study made
by ttself and In its behalf and after due consideratlon of all evidence and reports
offered at said hearing~ DOES HEREf3Y FIND:

which substanttates thc need for an amendment to the Anaheim General Plan,
and It is deemed appropriate that "ExhiE,it A" be adopted to accommodate the
current Redevelopment Concept Plan,

STREET, evidence was presented which substantiates the need for an amendment
to the Anaheim General Ptan, and it is deemed approprlate that "Exhibit B"
be adopted, to des{gnate medium-density residential land use,
NOM, TfiFREFORE, BE IT RESQLVED that Cnviranmental Impact Report No. 183,
havi~g been considered thts date by the Anaheim City Planning Commission and
evidr;~ce, both writtn~ and oral, havfng been presented to supplement sald draft EIR
No. 156, the Planning Cummisslon believes that sald draft Elfl No. iSFi does conform to
the City and State Guldelines and the State of Callfornia Environmental Quality Act
and, based upon such information, does herehy recommend to the City Louncil that they
certify sald E~R P~o. 1f3P, 3s in compllance with sald Env(ronmental Quality Act.

BE IT FURTI~ER P.ESOLVED that, pursuant to the foregoing findings, the Anaheim
City Planning Commission does hereby adopt and reuxnTend to the City Council of the
CTty of Anahelm adopt!on of General Plan Amendment No. 141, as follows:
1, That "Er,hibit A" be adopted for AREA I- CENTER CITY~ to accommodate
the current Anahelm Redevelopment Concept Plan~ and

2, That "Exhibit B" be adopted for AREA II - ORAHGEWOOD AVENUE AND
CLEMENTINE STREET, to designate medium-denslty resideiitial land, use.

1. That the owner(s) of sub]act property shall deed to the City of Anaheim
a strip of land 32 feet in width from the centerline of Lhe street along Grand AvPnue
and a strip of land 30 feet in width from the centerline of the street along fiardincl
Drive for street widening purposes.
2. That all engineering req~irements of the City of Anaheim along Grand
Avenue, Inciuding preparation of improvement plans and installation of all
improvements such as curbs, and gutters, sidewalks, street grading and ~aving,
dralnage facilftles or other appurtenant work, shall he complied with as rF:quired hy
the City Engineer and in accordance with standard plans a~d specificatlons on file in
the Office of the City Engineer; that street li9hting facilities along f;rand Avenue
shall be installed as required hy the Director of Public llttlities, and in accordance
wtth standard specifications on file in the Office of the Director of Puhlic
Utilities; and/or that a bond, certificate of depostt, tetter of credit, or cash, in
an amount and form satisfactory to the Clty of Anaheim shall be posted v~ith the City
to guarantee the installaCion of the above-mentioned requirements.

4. That drainage of subJect property shall be disposed of in a manner
satisfactory to the City Engineer.

City Council, satd fees to be paid at the time the buliding permit is issued.
6. That all newly created lots within the suhdivfston shall he served hy
underground utilities.
7. That a final tract map of subJect property shall be submitted to and
approved by the City Council and then be recorded in the Office of the brange County
Recorder~ or, at the option of the property owners, a parcel map for each of the
three separate parcels of subJect property shall be submitted to and approved hy Che
City of Anaheim and then be recorded in the Office of the Orange County Recorder.
8. That subJect property shall be developed substantially in accordance
with plans and specifications on file with the City of Anaheim marked Exhibit Nos. 1
through 7; provided, however, that the existing shed adJacent to the scvtheast
property line on Lot No. 8 shall be removed, relocated or reconstructed in
compliance with the setback requirements of the underlying zone a~d that only one
driveway wi11 be constructed to the ad]acent public street from each lot.,
9. That Condition Nos. i, 2, 3, and 7, above-menttoned~ shal) be complied
with prlor to the commencement of the activity authorized under this resolution, ~>r
prior to the time that the bullding permit ts issued, or within a period of one !t)
year from date hereof, whichever occurs first, or such further time as the Planning
Commission may grant.
10, That Conditic~n Wos. 4, 6, and 8, above-mentioned, shall be complied
