41HEREAS, the City Pianning Commission did hold a public hearing at the City
Hall in the City of Anaheim on January 4, 197E, at 1:30 p.m., notice of said ~ublic
hearing having been duly given as required by law and in accordance with the
provisions of the Anahetm Municipal Code, Chapter 18.03, to hear and consider
evidence for and against said proposed reclassification and to investigate and make
findings and recotnnendations in connection Lherewith; and
41HEREAS, said Commission, after due tnspection, investigatlon and study made
by itself and in its behatf, and after due consideration of all evtdence and reports
offered at sald hearing, does find and determine the following fac[s:
1, That the petitioner proposes reclassification of subJect property from
the RS-A-43,000 (Residendtial/Agricuttural) and GL (Comme~cial, Limited) Zones to the
RH-1200 (Residential, Mul[iple-~am(ly) Zone.
Z, That the Anaheim General Plan desigantes subJect property for medium-
density residential land uses.
3, Tha[ the proposed reclassification of subJect property is necessary
and/or desirable for the orderly and proper developme~t of the community.
4. That thN proposed reclassiftcation of subJect property does properly
relate to the zones and their permltted uses locally established in close proximity

to subJect property and to the zones and their permitted uses generally established
throughout the community.
5. That th^ proposed reclassificacion of subject property requlres the
dedication a~d improvement of abutt~ng streets in accordance with che Circulation
ElemenC of the General Plan. due to the anticipated increase in traffic which will be
generated by the intensification of land use.
6. That no one indicated their presence at said public hearfng in
opposition; and that no correspondence was received in opposit?on to subject
petition.
ENVIRONMENTAL IMPACT FINDIIJG; That the City of Anaheim Planning Canmission
has revlewed the subject proposal to reciassify the zoning from Rs-A-43,0~0
(RESIDENTIAL/AGRIGULTURAL) and CL (COMNERCIAL, LIMITED) to R"1-1200 (RESIDENTIAL,
MJLTIPLE-FA111LY) on approximately 1.5 acres, having a frontage of approxtmately 165
feet on the east side of Dale Street, having a maxlmum depth of approximately 2?4
feet, and being located approximately 330 feet south of the centerline of Ball Road,
and does hereby approve the Negative Declara[ion fron the requlrement to prepare an
environmental impact report on the basis thae there would be no slgnificant
individual or cumulative adverse environmen[al impact due to the approval of this
Negative Declaration since the Anaheim General Plan designates the subject property
for medium-density residential land uses commensurate with the proposal; that no
sensitive environmental impacts ar~ involved in the proposal; that the Initial Study
submitted by the peti[toner indicates no significant individual or cumulative adverse
environmental impacts; and that the Negative D~claration substantiating the foregoing
ffndings is on file in the Ci[y of Anaheim Planning Department.
NOM', THEREFORE, BE IT RESOLVED that the Anaheim Ctt/ Planning Comntssion
does hereby grant subject Petition for Reclassification and, by so doing, that Title
18-Zontng of the Anaheim Municipal Code be amended to exclude the above-described
property from the RS-A-43,000 (RESI~JENTIAL/AGRICULTURAL) and CL (COMMERCIAL,LIHITED)
ZONE and to incorporate said described property in[o the RM-1200 (RESIDENTIAL,
MULTIPLE-FAMILY) ZONE upon the following condttlons which are hereby found to be a
necessary prerequisite to the proposed use of subJect prooerty in order to preserve
the safety and general welfare of the Citizens of the Ciiy of Anaheim:
1. That trash stora9e areas shall be provided in accordance with approved
plans on fite with the office of the Director of Public Works.
2. That fire hydrants shall be installed and charged. as requfred and
determtned to be necessary by the Chief of the Fire Uepartment, prlor to commencement
of structurai framtna.
3. That subjec[ property shall be served by underground utllities.
4. That drainage of subject property shalt be dtsposed of in a man~er
satisfactory to the City Engineer.
5. That the owner(s) of subJect property shall pay to the City of Anaheim
the appropriate par~ and recreatton (n-lieu fees as de[ermined to be appropriate by
the City Council, said fees to be paid at the ttme the building permit is issued.
6. That a 6-foot masonry wall shall b~ constructed along the south
property line.
