That the proposed use is pronerly one for o~hich a cotiditional use permit is autharized by Anahein Municipal Code Section 18.03.Q30.010 to wit: to permit a rest home for alcoholics. 2. That the proposal is hereby denied on that basiS that the use would not be compatible wi[h the surrounding residential uses in that [he proposed location is in a wholiy residen[iat neighborhoad and that thcre :~bulcl be a petenLial increase En traffic volume and the numher of parl:ed vehicles orhich rauld negatively impact the residential character of [he area; and that the existin9 and proposed deveiopment of this site is not adequate to accommodate the number of residents propased in terms of the available bathroan facilities and the on-stte parking. 3. That the proposed use will adversely affect thc adloining land uses and the 9rowth and development of the area in which it is proposed to be located. 4. That the size a~d shape of the site proposed for the use is not adequate to allow the full development of the proposed use in a manner not detrimental to the parttcular area nor to the peace, health, safety and general welfare of the citizens of the City of Anaheim. 5, That the granting of the Condtttonal Use Perm!t ti~rould be detrimentai to the peace, health, safety and general welfare of the citizens of the City of Anaheim. 6, That 19 persons indicated thefr presence tn opposition a[ the first public hearing and 23 persons indicated their presence tn opnosition ac the second PC78-12 ~ public hearing; that 5 letters rrere received in opposition and petitions containing approximately 135 signatures were presented in opposition to subJect petitfon. ENVIRO~IMEfITAL IMPACT FItJDING: The Director of the Pianninq Department has determined that the proposed actlvity alis o~tthin the definition of Section 3.01, Class 1~ of the City of Anaheim Guidelines to the Re4uirements for an Environmental Impact Report and is, therefore, categorically exempt from the reouirement to file an EIR. NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission does hereby deny subject Petition for Conditional Use Permit on the basis of the aforementioned findings.
