A RESOLUTION OF THE A~IAHEIM LITY PLANNING COMMIS510~~
THAT PETITIO~~ FOR CONDITIONAL USE PERMIT N0. 184G BE GRANTED
WHEREAS, [he Anaheim City Planning Commission did receive a verified
Petition for Condittonal Use Permit from SER RICH, INC,, 279 East Lincoln Avenue,
Anaheim, Californta, 92&05, owner, and CASA PLACENTIA, INC., 201 West San[a Fe.
Placentia, Californla 92670, agenc, of certain real property situated in the City of
Anaheim, County of Orange. State of California, described as:
Lots 10, 11, 12 and the Easterly 24 feet of Lot 13 in Block F of
the Resubd(vision of Vineyard Lot "D3", as shown on a map filed in
book 1, page 24 of Licensed Surveyor's Maps, in the office of the
county recorder of sald county.
WHEREAS, the City Planning Comnisston did hold a public hearing at the City
Hall in the Clty of Anaheim on June 1~, t978, at 1:30 p,m,, notice of said public
hearing having been duly given as required by law and in accordance with the
provisions of the Anahelm Muntctpal Code, Chapter 18,03, to hear and consider
evidence for and agatnst said proposec conditional use and [o investigate and make
findings and recanmendations tn connection therewith; and
WHEREAS, said Commission, after due inspection, investigatton and s[udy made
by itself and in its behalf, and after due constderaCion of all evidence and reports
offered at said hearing, does find and decermine the following facts:
1. That the proposed use is properly one for which a conditional use
pernit is authorized by Anaheim Municipal Lode Section 18.1+5.~50.170 to wit: to
permit a drug rehabilita[ion center for women with waiver of:

2, That [he proposed use is hereby granted for a perfod of approxima[ely
18 months, to expire on February 1, 1980, at whtch time possibie extensions of time
may be reviewed and approved by the Planning Commissfon.
3. That the requested watver is hereby granted on the basis that the
tenants tiving at this facility will not be permTtted to keep a vehlcle at the
premises.
4. That the proposed use will not adversely affeci the adJolning land uses
anJ the growth and development of the area in which It ts proposed to be located.
5. That the size and shape of the site proposed for the use Is adequate to
allow the full development of the proposed use in a manner not detrimental [o the
particular area nor to the peace~ health, safety, and general welfare of the Cttizer.s
of the City of Anaheim.
6. That the granting of the Conditional Use Permit under the conditlons
imposed, if any~ wiil not be detrimental to the peace, health, safety and general
welfare of the Citizens of the City of Anaheim.

7. 7hat no one indicated their presence at sald public heartng in
opposftton; and that no corresoondence was recefved in oppositlon to the subJect
petition.
ENVIROIJMENTAL IMPACT FINDING: That the Anahelm City Pla~ning Commission has
reviewed the proJect to permit a drug rehabilitatton center for women wlth a walver
of minimum number of parking spaces on a rectangularly-shaped parcel of land
consisting of approximately 0.4 acre located at thA northwest corner of Llncoln
Avenue and Philadelphia Street, having approximate frontages of 14g feet on the north
side of Lincoln Avenue and 115 feet on the west side of Philadelphia S[rent; and does
hereby approve the Negatfve Declara[lon from the requirement to prepare an
environmental impact report on the basis that there would be no significant
individual or cumulative adverse environmental impact due to the approval of this
Negative Declaration since the Anaheim General Plan designates the subJect property
for general commercial land uses commensurate with the proposal; tha[ no sensitive
environmental impac[s are involved in the proposal; that the Ini[lal Study submitted
by the petitioner indicates no significant individuai or cumulative adverse
environmenLal impacts; and that the Negacive Declaration substantiating the foregoing
findings is on file tn [he City of Anaheim Pianning Department.
NOW, THEREFORE~ BE IT RESOLVED that the Anah~im City Planning Lommisston
does hereby grant subject Pe[ition for Conditional Use Permit, upon the following
conditions which are hereby fou~d to be a necessary prerequisite to the proposed use
af the subject property in order to preserve the safety and general rrelfare of the
Citizens of the City of Anaheim:
1. That trash storage areas shall be provided in accordance Hith approved
plans on file with the office of the Director of Public Works.
2. That [he existing structure shall be brought up to the minimum
standards of the City of Anaheim, including the Uniform Building, Plumbing,
Electrical, hechanical and Fire Codes as adopted by the Li[y of Anaheim.
3. That the subject property shall be developed substanttalty in
accordance with plans and specifications on file with the City of Anahetm marked
Exhtbit Dlos. 1 through 4.
4. That Condition Nos. 1, 2 and 3, above-mentioned, shali be complied wtth
prior to final building and zoning inspeciions.
5. That the use is granted fora period of approximately 18 months, to
expire on February 1, 1980, aC whtch time possible extensions of time may be reviewed
and approved by the Planning Commission~ upon receipt of a written request for an
extension.
9E IT fURTHER RESOLVED that the Anaheim Llty Planning Lanmission does hereby
find and determine that adoption of this Resolutton is expressly predicated upon
applicant's compliance wiih each and all of [he conditlons hereinabove set forth.
Should any such condition, or any part thereof, be declared invalid or unenforceable
by the final judgment of any court of competent Jurisdiction, chen this Resolutlon,
and any approvals herein contained, shall be deemed ~ull and votd,
