ENVIRONME4TAL IMPACT FINDING: Tha[ the Anaheim City Planning Commlssion has reviewed the proposa to permit a car leasing facility with a waiver of requtred enclosure of an outdoor use on an irregularly-shaped parcel of land consTsting of approximately 1.4 acres located at the southwest corner of La Palma Avenue and Btue Gum Street. having approximate frontages of 72 feet on the south side of La Palma Avenue and ~33 feet on the west side of Elue Gum Street; and does hereby approve the NegatTve Dectaration from the requlrement to prepare an envtronmental impact report on the basis that there would be no stgnif(cant Indlvtdual or cumula[ive adverse cnvironmental impact due to the approval of this Megative DeclaratTon since the Anahetm General Plan deslgnates the sub)ect property for general industrTal land uses commensura[e aith the p~oposal; that no sensitive envlro~mental tmpacts are Involved in the proposal; that the inttiai Study submitted by the petlCloner indtcates no signtftcant Indlvidual or cumulatlve adverse environmental lmpacts; and that the Negative Deciaratlon subsCantiating the foregotng findings is on flle ln the City of Anaheim Planning Department. -p- PC78-153 if ~, J% NOW, THEREFORE, BE IT RESOLVED that the Anahelm C1Cy Planning Commisslon does hereby grant subject Pctitlon for Conditional Use Permit, upon the following conditlons whlch are hereby found to be a necessary prerequTsite to the proposed use of the subJect property tn order to preserve the safety and general r~elfare of the Citizens of the Ctty of AnaheTm: 1. That all engineering requirements of the Clty of Anaheim along Blue Gum Street including preparation of improvement plans a~d tnstallatlon of all improvenents such as curbs and gutters, sldewalks~ street grading and pavtng, dralnage facilittes or other appurtenant work, shall be complied with as required by the Ctty Englneer and in accordance with standard plans and specifications on flle in the Office of the City Engineer; that street lighttng facilities along Blue Gum Street shall be installed prior to fir.al building and zontng lnspections unless othe naise approved by the Director of Publi~ Utilities, and in accordance wTth standard specificattons on file in the Office of the Director of Public Utilities; and~or [hat a bond, certiftcate of deposit, letter of credit, or cash. in an amount and form satisfactory to the Lity of Anahetm shall be posted wtth the City to guarantee the installatfon of [he above-mentioned requirements prior to occupancy. 2. That trash storage areas shal.l be provided in accordance wfth approved plans on file with the Offlce of the Dtrector of Publtc Works. 3. That fire hydrants shali be installed and charged as required and determined tc he necessary by the Chief of the Fire Department prior to commencement of structural framing. 4. That subJect property shall be served by underground utilitles. 5, That drainage of subject property shail be disposed of in a manner satisfactory to the City Engineer. 6. In the even[ tha[ subJect property is to bc divided fr~r the purpose of sale, lease, or f(nancin9, a parcei map. to record the approved division of subJect property shall be submttted to and approved by the City of Anaheim anJ then be recorded in the office of the Orange County Recorder. 7, That this Condltional Use Permf[ fs granted subject to the compTetton of Reclasslfication No. 69-70-58~ now pendtng. 8. That the owner(s) of subJect property shall pay appropriate drainage assessment fees to the C(ty of Anaheim as determined by the City Englneer prtor to issuance of a bullding permit. 9. That the owner(s) of subJect property shall pay the traffic signal assessment fee (Council Poticy No. 214) amounting to $363.00 per 1000 square feet o` bullding or fraction thereof prlor to the issuance of a buiidfng permtt. 10. That the owner(s) of subJect property shali request and obtaTn the necessary permit from the City Council for the proposed move-on of a~ office structure to subject property. 11. That subject property shall be developed substanttally in accordance wlth pians and speclfications on file wtth the City of Anaheim marked Exhiblt Nos. 1 and 2; provided, however, that a fou~ (4) foot wtde landscaped planter shall be provided alon9 the south property Iine. -3- PC7a-t53 12. Should any such condition, or any part thereof, be declared invaltd or unenforceable by the final Judgment of any court of tompetent Jurisdiction, than this Resolutton, and any approvals heretn contained, shalt be deemed null and vold.
