ADOPTING At~D RECOMMEHDING TO THE CITY COUNCIL OF ANAHEIM
ADOPTION OF ANAHFIM GENERAL PLAN ANENDMENT N0. 143
LAND USE ELEf1ENT AfJD CIRCUL.ITION ELEHEHT
WHEREAS, the Lity Council of the City of Anaheim dtd adop[ [he Anaheim
General Plan by Resolution No. 69R-644, showing the general description and extent of
land uses within the City and indicating the present beltef of the Council as to
possible future development and redevclopment of land within the City; and
uE1EREA5, pursuant to requests from the City of Anaheim and property owners
for General Plan scudy, the Anahelm City Planntng Commission directed City staff to
prepare a General Plan Amendment for amendments to the Land Use Element for fifteen
areas; and
WNEREAS, the study areas for considera[lon in thc General Pian Amendment are
descrtbed as follows:
I Rectangularly-shaped area conslsting of approximately 17.0
acres on the east side of Dale Avenur., bordered on the north by
the Santa Ana Freeway.
II Irregularly-shaped arca consisting of approximatcly 11.9
acres at the northwest corner of La Palma and Magnolia Avenues.
111 Rec[angularly-shaped area consisting of approximately 31,~
acres on the east and ~rest sides of Wcbster Avenue between Orange
Avenue and Ball Road.
IV Rectangularly-shaped area consisttng of approximately 10.5
acres betrree~ Muller Street and Crescent Nay, located
approximately 300 feet north of thc centcrllne of Lincoln Avenue.
V I~regularly-shaped area consis[ing of approximately 57 acres
on Lhe west side of Hanchester Avenue, south of Llncoln Avenue.
VI Rectangularly-shaped area consisting of approximately 14.7
acres on the west side of Walnut Street, located approxtmately 550
fcet north of the cen[erline of Cerritos Avenue.
VII Rectangularly-shaped area consisttng of approximately 15.5
acres on the east side of Acacla Street, located approximately
1300 feet south of [he centerlinc of Orangethorpe Avenue.
Vlit Rectangularly-shaped area consisting of approximately 17.6
acres at the southeasL corner of Vermont Avenue and East Street.

IX Rectangularly-shaped area consisting of approximately 34.2
acres on the west side of State College Boulevard, located
approximately 715 feet north of the centerline of Ball Road.
X Irreyularly-shaped area consisting of approxtma[ely 37.6
acres at the northeast corner of Wagner Avenue and State College
Boulevard.
XI Irregularly-shaped area consisting of approxima¢ely 2.5 acres
on the north side of La Palma Avenue between the Orange and
Riversidc Freeways.
XII Rectangularly-shaped arca consisttng of approximatcly 9.2
acres nt the northwest corner of Lincoln Avenue and Rio Vista
Street.
Xlll Rectangularly-shaped areas consisting of approximaiely 22.~
acres at the northwes[ corner of Orangethorpe Avenue and Kraemer
Boulevard and 4.1 acres at the southeast corner of Orangethorpe
Avenue and Kraemer Boulevard.
XIV Irregularly-shaped area consisting of approximately 28.8
acres located on the east and ~aest sides of Tustin Avenue, north
of Santa Ana Canyon Ro~d.
XV Rectangularly-shaped areas conststing uf approximately 3.8
acres at the northwest corner of Orangethorne Avenue and Kellogg
Drive, 13.5 acres at the northeast corner of Orangethorpe Avenue
and Kellog9 Drive, and 1.4 acres at the northeast corner of
Orangethorpe Avenue and Pnst Lane.
411IEREAS. pursuant to reques[s Prom the Anaheim City Council and ~property
owners for General Plan Study, [he Anaheim Ci;y Planning Commission directed City
staff ;o prepare a General Plan Amendment for amendments to the Circulatton Element
for AREA X'JI - Lakeview Avenuc/Crescent Drive betwern Santa ~na Canyon Road and Nohl
P.anch Road and for AP.EA XUII- Fantasy ~ay between Ball Road and West Street; and
NHEREAS, [hc Planning Department deemed it appropriate, pursuant to the
provislons of the California Envlronmencal Quality AcC, that a Negative Declaratlon
be approved for each proJect ~rea on the basis that tfie project areas have been
reviewed as wel] as Initial Studles and Siaff finds no significant environmental
impacts.
WHEREAS~ Lhe Anaheim City Planning Conmission did hoid a public meeting at
AnaheTm City Hall. Council Chamber, 204 East Ltncoln Avenue, Anaheim~ on November 20,
1g78, at 1:30 p.m., nottce uf satd public heartng having been duly giver~ as required
by law and in accordance r~ith the provisions of the Anaheim Hunictpal Code, to hear
and consider evidence for and against sald amendment to the Anaheim General Plan Land
Use and Circulation Elements and to investigate and make ftndings and recommendations

WHEREAS, said Commisston, aftcr due inspection, tnvestiga[ion and study made
by itself and in its behalf and after due consideratlon of all evidence and reports
offered at said public hearing, DOES HEREBY FIND:
1. That the evidence was present.ed which substantiates the need for an
amendmen[ to the Anaheim Gencral Plan Land Use Element and it is deemed appropriate
that Exhibits A for Areas 1 through XV which reflect existin9 or emerging zoning and
land uses in the area be adopted.
2. Tha[ evidence was presented whtch indicated that no change to the
General Plan for Area XVI (Lakeview Avenue/Crescent Drivc) be adopted at [he present
tlme; however, Area XVI in its present conftguration should be deleted from the
Anaheim General Plan at such time as the County of Orange has made a recommendatton
that this area be deleted from their General Plan and that some altcrnative route,
such as Keilogg Overpass, be designed and approved [o help relieve traffic
conges[ton.
3. Tha[ evidence was presenied whtch substantiates the need for an
amendment to the Anaheln General Plan, Circulation Eleneit and it is deemed
appropria[e that Exh(bi[ A for Area XVII - Fantasy Way - reflecti~g deletion be
adopted.
NOU, TIIEREFORE, BE IT RESOLVED [ha[ the Anahcim C)ty Planni~g Commisslon has
reviewed the subjec[ proposal for an amendment [o the Land Use Element of [he General
Pian on Areas 1 through XV as described above and does hereby recommend to the City
Council that a Nega[ive Declaration from the requirement to prepare an environm~ntal
impact report be approved on the 6asis that there would be no significant individual
or cumulative advers~ envirenmen[al tmpacts due to che approva) of [his Negative
DeclaraLion; that no sensltive environmentai impacts are involved in the proposal;
[hat the Inicial Study submitted by staff indicates no signiftcant indtvldual or
cumulative adverse environmentai tmpacts; and that the Negative Declaratlon
substantiating the foregoing findings are on file (n [he Ci[y of Anaheim Planning
Department.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim Ctty Planntng Commission has
reviewed the subJec[ proposal for an amendment to ihe Ctrculatlon Element of the
General Pian for the area of Lakevtew Avenuc/Crescent Drlve between Santa nna Canyon
Road and Nohl Ranch Road and Fantasy Way between Ball Road and west Street (Areas XVI
and XVII) and does hereby recortmend to [he City Louncil [hat a Negative Declaration
from the requirement to prepare an envtronmental impact report be approved on the
basis that there would be no stgntficant indivtdual or cumulative environmental
impacts due Lo the approval of this Negattve Declaratfon; that no sensitive
environ~ental impacts are involved in the proposal; tha[ the Initlal Study submttted
by staff tndicates ao signiftcant individual or cu~ulative adverse environmental
impacts; and chat the Nega[ive Declaratian substantiating the foregotng findings are
on file in the LTty of Anaheim Planning Departnent.
BE IT FURTHER RESOLVED that, pursuant to the foregofng findings, the Anaheim
City Planning Commtsslon does hereby adopt and recommend to the City Counctl of the
City of Anaheim adoption of General Pian Amendment No. 1~~E, as follows:
1. That "EXHIBITS A" be adopted for Areas I through XV of [he Land Use
Element, reflecttng extsting or emerging zoning and land uses.

2. That no change be adopted for Area XVI at the present time; however,
that Area XVI be deleted from the Circula[lon Element at such time as the County of
Orange has made a recammendatton to delete subject arteriai highway from the Orange
County General Pian and that an alternatfve route, such as Kellogg Overpass, be
designed and approved to help relieve traffic congestion in the area.
3. That "EXHIBIT A" be adopted for Area XVI1, reflecting deletion.
