AND RELOMMEtJDING TO 7HE CITY COUNCIL OF TNE CITY OF ANAHEIM
ADOPTION OF AI~AIIEIM GENERAL PLAN AMENDMEHT tl0. t45•
WHEREAS, the Ci[y Council of the City of Anaheim did adopt 2he Anaheim
General Plan by Resolution No. 69R-644, showing the general descripifon and
extent of land uses within the City and indica[ing the present belief of the
Council as [o possible future development and redevelopment of land within the
City: and
WHEREAS~ pursuant to requests from the Anaheim City Council and
property owners for General Plan study, the Anaheim Lity Planning Commission
directed Ctty staff to prepare a General Plan Amendment for Areas I through VI
and a revision to the Circulation Element; and
WHEREAS, [he study areas for consideration in the General Plan
Amendment are described as follows:

WHEREAS, the Planning Department deemed it appropriate. pursuant to the
provisions of che California Environmental Quality Act, to prepare Environmental
Impact Report No. 212 in connection with the General Plan Amendment for the
foregoing areas under consideration; and

WHEREAS, thc Anaheim Clty Planning Commission did hold a public hearing
at the Anaheim Cicy Hall, Counctl Chamber, 204 East Lincoln Avenue, Anaheim. on
March 9. 1978, at 7:00 p.m., notice of said pubiic hearing having been duly
given as required !~y law and in accordance with the provisions of the Anaheim
Municipal Code, to hear and consider evidence for and against said Ame~dment to
the Anaheim General Plan and to investigate and make findings and
recommendations in connection therewith; and
Wt1EREA5, said Commission, after due inspection, investigation and study
made by itself and in its behalf and after due constderation of all evidence and
reports offered at said hearing, DOES HERE4Y FIND:
1. That, in tozn~ttion with Area I- Flaster St~eet and Sirvnons
Avenue, sufficient evidence was not presented to substantiate the need for a~
amendment to thc Anaheim Generat Plan, and it is decmed appropriate that Area I
be terminated from General Plan Amendment No. 145.
2. That, in connection wi[h Area II - east side of State Colie9e
Boulevard generally south of Viking Avenuc, extending generally to Vermont
Avenue, evidence was presented which substantiates no need for an amendment to
the Anaheim General Plan.
3. That, in connection with Area III - area encompassing
aoproximately 40 acres northeast of the iniersection of Harbor Boulevard and
~'hapman Avenue, evidence was presenteJ which substantiates the need for an
amendment [o the Anahetm General Plan, and it is deemed appropria[e that
"Exhibi[ J" (modification of "Exhibit H", changing the low density residential
designation of the northeast corner to law-medium densfty residen[ial and that
por[ton on Chapman Avenue to the existing commercial development to 9eneral
commercial designation) be adop[ed.
4. That, in connection with Area IV - property lying adjacent [o the
~orthwest corner of Katella Avenue and 4lalnut Street, evidence was presented
which substantiates the need for an amendment to the Anaheim General Plan, anC
it is deemed appropriate that "Exhibit D" (general commercial) be adopted.
5. That, in connection with Rrea V- area aJjacen[ [a che southwesL
corner of Rampart Street and Orangewood Avenue, evidence was presented Hhich
substantiates the nePd for an amendment to the Anahefm General Plan. and it is
deemed appropria[e that "Exhibit A" (general commercial fronting Orangewood
Avenue and comrnercial professional on the southern portion) be adopted.
6. That, in connection with Area VI - area east of the Santa Ana
Freeway, south of Katella Avenue, nor[h of Orangewood Avenuc, and west of State
Colle9e Doulevard, evidence was presented which subsiantiates the need for an
amendment to the Anaheim Gencral Plan, and it is deemed appropriaie that
"Exhibit B" (industrlal) be adopted.
7. That, in connection with the revision of the Ci~cula[ton Element
of the Ge~eral Pla~, it ~ras determined that sufficient study has not been
completed to substantiate a revision to [he Circulation Element, and it is
deemed approprlate that the Circulation Eleme~t be terminated at thfs time and
scheduled for public hearing in the near future.

NOW~ THEREFORE, BE IT RESOLVED that Environmental Impact Report No.
212, having been considered this date by the Anaheim City Planning Commission
and evidence, both written and oral, having been presented [o supplement draft
EIR No. 212, f(nds that any si9nlficant environmental impacts would be mitigated
by the requirement for conformance with established City and Sta[e codes,
policies, plans and ord(nances. The Planning Lomnission further finds and
recommends to the Cicy Council that they certify Chat EIR No. 212 is in
compliance with the California Environmental Quality Act and with [he Cfty and
State EIR Guidelines.
BE IT FURTHER RESOLVED tha[, pursuant to the foregoing findings, the
Anaheim City Planning Commission does hereby adopt and recommend to [he Lity
Council of the Gity of Anaheim adoption of General Plan Amendment No. 145, as
follows:
1. That no change to the present General Plan designation be made for
that 5.8 acres located northeast of the intersection of Haster Street and
Simmons kvenue.
2. That no change to the present General Plan designation be made for
that 2.49 acres located on [he east side of State College Boulevard generally
south of Viking Avenue.
3. That "Exhibit J" be adopted for [he 40 acres located northeast of
Harbor Boulevard and Chapman Avenue, bounded by Harbor Boulevard, Chapman
Avenue~ the Garden Grove City Limits, and 4lilken Nay.
4. That "Exhibit D" be adopted for the 28,000± square feet located
adjacent to the northwest corner of Katella Avenue and Nalnut Street.
5. That "Exhibit A" be adopted for the 16 acres located adjacent to
the southwest corner of Rampart Street and Orangewood Avenue.
6. That "Exhibit B" be adopted for the 150 acres located east of the
Santa Ana Freeway, south of Katella Avenue, north of O~angewood Avenue, and west
of State College fSoulevard.
7. That no chanye be made to the Circulation Element of the General
Plan at this time since hearings will be forthcoming in the near future.
THE FOREGOING RESOLUTION is signed and approved by rie this 9th day of
March, 1978.
