WHEREAS, the Anahetm City Planning Commission did inittate a verified petition for Reclassificati~^ on certain real property situated in the City of Anaheim, County of Orange. State of California, described as follows: Beginntng at an angle poin[ in the existing City ltmit line of the Ci[y of Anaheim, as established by the Santa Ana Canyon No. 4 Annexation to the City, sald angle point being the southwesterly corner of Lot 26 in Tract No. 117, as shown on a map recorded in Book 11, page 15, Miscellaneous Maps, records of said O~ange County; thence N 0° 58' 18" E, 268.81 feet following along a portion of said existing City limit line bein~ a portion of the westerly line of Lot 26 in said Tract No. 117 to an intersectlon with the southerly line of the land described in the deed to the State of Californla recorded June 16, 1969 in Book 8990, page 311, Officiai Recards, as shown on State Right of Way Map No. F-1840 on Tile in the office of the Coun[y Surveyor of said County as File No. 9053~ thence leaving sald last mentioned annexation boundary iine and following along the land of tha State of California, as shown on sald map filed in the office of the County Surveyor as File No. 9053, the followtng courses and distances: N 60~ 38" 00" E, 387.17 feet; N 89~ Ot' 42" w. 37.~5 feet; N 0° 45' 02" W. 3.51 feet; N 60° 3$' 00" E, 47.3z feet; 5 29° 22' 00" E, 22.00 feec; N 60° 38' 00'" E, 393•22 feet; N 76° 21' Oi" E, 207.63 feet to an intersection with the northerly right of way line of Santa Ana Canyon Road, satd potnt of (ntersection befng a poTnt in a curve concave southeasterly and having a radius of 3~090 feet, a radial llne bearing N 42° 53' Z5" W Passes through said point; thence southwesterly along said northerly right of way Ilne of Santa Ana Canyon Road along said curve through a central angle of 1~~ 22'~ more or less, an arc distance of 558 feet, more or less; thence 5 36° 44' 42" W, 97.41 feet, morz or less, to an intarsection with the southerly line of Lot 26 in the aforementioned Tract 11J, said point of intersection being established by the aforementioned Santa Ana Canyon No. 4 Annexation; thence following along a portion of the tast mentioned annexation boundary line being the southeriy line of Lot 26 in said Tract No. 117, the followiny courses and dlstances: S 68~ 37' 30" W, 365.23 feet; S 61° 13' 30" W, 65.82 feet; S 54° 07' 30" W, 87.64 feet to the point of beginning. 41HER~AS, the City Pianning Ccxnmission did hold a publtc hearing at the City Nall tn the City of Artaheim on March 27, 1978, at 1:30 p.m., notice of said public hearin9 having been duly given as requtred by law and in accordance wlth the provistons of the Anaheim Municipal Code. Chapter 18.03, to hear and consider PC78-55 evidence for and agafnst said proposed reclassification and to investigate and make findings and recommendations in connection therewith; and WHEREAS~ said Commisslon, after due inspectfon, investigation and s[udy made by itself and in its behalf, and after du~~ consideration of all evidence and reports offered at said fiearing, dues find and de;:ermine the following facts: 1. That the Anaheim City Planning Commission proposes reclassification of subject property from [he County of Orange A-1 (.eral Agricultural) Distrf:t to the RS-A-43.000(SC) (Residential/Agricul[ural - Scenfc Corridor Overlay) Zone. 2. That the Anaheim General Plan designates subJect property for low density residential land uses within the Scenic Corridar. 3. That the proposed reclassification of subJect property is necessary and/or desirabie for the orderly and proper development of the community. 4. That the proposed reciassificatlon of subJec[ property does properly relate to th~ zones and their permitted uses localiy es[ablished in close proximity to subJect Nroperty and to the zones and their permitted uses generally established throughout the communlry. $. Tha[ no one indicated their presence at said public hearing in opposition; and that no correspondence was received in opposition [o thP subJect petition. ENVIRONMENTAL IMPACT FINDING: That the Anaheim City Rlanning Lortmission has revlewed the subject proposal to rer.lassify the zoning from the Courty of Urange A-1 (General Agricultural) District to the RS-A-43,000(SC) (Residential/Agricultural - Scenic Corridor Overlay) Zone on an irregularly-shaped parcel of land consisting of approximately 4,4 acres, havtng a frontage of aaproximately 657 feet on the norihwesterly side of Sania Ana Canyon Road, having a naximum depth of approximately 230 Feet, and being located approxima[ely 2633 feet northeasterly of the centerline of Hohler Drive; and does hereby approve the Negative Declaration report on the basis that there would be no significant individual or cumulative adverse environme~tal impact due to the approval of this Negative Declaration slnce the Anaheim General Plan des(gnates the subJect property for low-density residential land uses canmensurate with the proposal; that no sensitive environmental impacts are involved in the proposal; that the inittal Study submlt[ed by the Petitioner indicates no signifTcant individual or cumulative adverse environmental impac[s; and that the Negative Declaration substantiating ihe foregofng findings is on file in the City of Anaheim Planning Department. NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Canmission does hereby grant subjec[ Petition for Reclassification and, by so doing. that Title 18-Zoning of the Anaheim Municipal Code be amended to exclude the above-described property from the County of Orange A-1 (GENERAL AGRILULTf1RA~) ZONE and to incorporate said descrtbed property into the RS-A-43,000(SC) (RESIDENTIAL/AGRICULTURAL - SCENIC CORRIDOR) ZONE upon the followtng conditions ~hich are hereby found to be a necessary -2- PC78-55 prerequisite io the proposed use of subJect property in order to preserve thc safcty and general welfare of the Ct[izens of the City of Anaheim: 1. That these reclassificatlon proceedings are granted subject to completion of annexation of subject property to the City of Anahetm.
