NHEREAS~ the Anaheim Lity Planning Commission did receive a vertfied
Petitlon for Conditlonal Use Permit from ABRAHAM AND ESTHER WINTER, 1776 South
Rober[son Orivc, Los Angeles, California, 90035. owners, and JUDITN M, HILI, P. 0,
Box 3083, Anaheim~ Caltfornia 92803, agent, of certain real property situated fn the
City of Anaheim~ County of Orange, State of California, described as:
PARCEL 2, IN THE CITY OF ANAHEIM, COUP~TY OF ORANGE~ STATE OF
CALIFORNIA, AS SHOWN ON A HAP FILED IN BOOY. 64 PAGE 4 OF PARCEL
HAPS, IN TNE OFFICE OF THE COUNTY RECORDED OF SAID COUNTY.
NHEREAS, the City Planni~g Commtssion did hold a public hearing at the City
Hall in the City of Anaheim on Aprii 10. 1978, at 1:30 p.m., notice of said public
hearing having been duly given as requtred by law and in accordance with the
provisions of the Anaheim Municipai Codc, Chapter 18.03. to hear and consider
evidence for and against said proposed condittonal use and to investigate and make
findin9s and recommenda[tons in connection therewith; and
WHEREAS, said Commission, after due inspection. investigation and study made
by i[self and in its behalf, and after due consideration of all evtdence and reports
offered at said hearing. docs ffnd and detcrnine the following facts:
1, That the propased use is properly one for which a condTtionai use
permit is authorized by Anaheim Munlcipal Code Section 18.61.050.340 to wit: to
permlt the Kingsmen Drum and B~cgle Corps Administrative Office, Activity and Binga
Facility.
2. That the proposed use (s hereby granted for a five-year (5) period,
subJect [o revTer~ for possible time extenslons after deter•minin9 whether or not the
use has been detrimentai to the industrial area an~i whe[h~r or not the parking
generated by che use tias negatively impacted Che other users tn this industrial
complex.
3. That the proposed usc is hereby granted subject Lo the following
stipulations by [he petitioner:
a. That the number of bingo players at any one time shall not exceed a
maximum of 250 persons.
b. That [he hours of operation for the bingo ac[ivities will be limited to
the foilowing:
Days: Monday, Wednesday~ Hours: 6:30 p.m, to 10:30 p.m.
Friday and Saturday
Sunday 1:00 p.m, to 6:00 p.m.

4. That the proposed use wllt not adversely affece the adjoining land uses
and the growth and development of the area in which it Is proposed to be located.
5. That the size and shape of the site proposed for the use is adequate to
allow the full development of the proposed use in a manner not detrimental to the
particular area nor to the peace, heaith, safety, and general welfare of [he Citlzens
of the City of Anaheim.
6. 7hat the granting of the Conditional Use Pernit u~der the conditions
Imposed~ if any, wiil not be detrimental to the peace, health, safety and general
welfare of the Cttizens of the City of Anaheim.
7. That one person indicated their presence at said public hearing ln
opposition; and that no correspondence was received in opposition to the subject
petitlon.
ENVIRONMENTAL IMPACT FINDiNG: The Planning Director or his authorized
representative has determined that the proposed project falls within the definition
of Categorical Exemptions. Llass 1, as defi~ed in Paragraph 2 of the City of Anaheim
Environmenta) Impact Repo~t Guidelines and ts, therefore, categorically exempt from
the requirement to prepare an EIR.
NCN, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission
does hereby gran[ subJect Petition for Conditional Use Permit, upon the following
conditions whtch are hereby found to be a necessary prerequTsi[e to the proposed use
of the subJect property in order [o preserve the safety and general welfare of the
Citizens of the City of Anaheim:
t. That the owner shall pay to the City of Anaheim the approprTate traffic
signal assessment fee difference between industrtal and cormnercial use at 5333.00 per
1000 square feet of building or fraction thereof,
2. That subJect property shall be developed substantially in accordance
witF~ plans and specifications on file wtth the City of Anaheim marked Exhibit Nos. 1
through 3.
3. That Conditton Nos. 1 and 2, above-mentioned, shall be complicd with
prior to final building and zoning inspections.
4. That the conditional use permit is hereby granted for a flve-ycar
period~ subject te the review and consideratio~ by the Planning Cammission for
possible time extensions after de[ermfning ahether ar not the use has been
detrimental to the industrial area and whether or not the parking generated by the
use has negatively impacted the other users Tn the industrtal complex.
5. That the number of bingo players shall not exceed a maximum of 250
persons at any one [ime.
6, That the hours of operatton for the bingo activities shall be llmited
to the following:
Days: Monday, Wednesday~ Hours: 6:30 p.m, to 10:30 p.m.
Frtday and Satu~day
Sunday 1:0~ p.m. Lo 6:00 p.m.
