PC78-76 A RESOlUTION OF THE ANAHEIM CITY PLANNING COMMISSION~ ADOPTING AND RECOMMENDING TO THE LITY LOUNCIL OF THE CITY OF ANAHEiM AUOPTION OF ANAHEIM GENERAL PLAN AMENDMENT N0. 14G CIRCULATION ELEMEN7 b1HEREAS, the City Council of 2he Lity of Anahcim did adopt the Anaheim General Plan by Resolutfon No. 69R-644, showing the general descrip[ton and extent of land uses wtthin the City and indicating the present belief of the Council•as to possible future development and redevelopment of land withln the City; and WHEREAS, pursuant to requests from property owners for Gererai Pla~ study. the Anahetm City Planning Commisston directed City staff to prepare a General Plan Amendment for the Circulatlon Element to change the current designations of the following existing and proposed highways: 1. Harbor Boutevard - Riverside Freeway to Santa Ana Freeway~ change fran a Primary to a Major, 2. Lincoln Avenue - Orange Freeway [o San[a Ana freeway. change from a Primary to a MaJor and align in compliance with "Downtown Anahetm Schematic". 3. Broadway - East Strcet to Harbor Boulevard~ change from a Major to a Secondary. 4, Rio Vista Street - Wagner to Bal) Road, delete from the plan. 5. San[a Ana Canyon Road - County line to 1Jeir Canyon Road~ change from a Nillside Pr(mary to a~ Expressway and also ge~erally west of C~escent Drive. 6. E1 Rancho P.oad - Santa Ana Canyon Road to Serrano Avenue~ change from a Nillside Collector to a Hillside Secondary and extend to Santa Ana Canyon Road. 7. Romneya Drive - west of Eucltd Street curving to La Palma Avenue added as a Secondary Highway. 8. Olive Street - CyRress Street to Broadway add as a Caliector. 9. La Jolla Street - Kraemer Boulevard to La Palma Avenue~ dclete from elemcnt. 10. Orangewood Avenue - crossi~g over Santa Ana Freeway added to Plan. 11. WHEREAS~ the Planntng Department deemed it approariate, pursuant to che provisions of the California Government Code Section 65302 (i) to adop[ a new Circulatton Element to the General P1an; and WHEREAS, the Planning Depar[ment deemed it appropriate~ pursuant to [he provisions of the Califcrnia Environmental Qualicy Act. to prepare Environmental Impact Report No. 212 in connection with the Circulation Element for the foregoing element under constderation; and WHEREAS; the Anaheim Clty Plann(ng Commission did hold a public necting at Anaheim City Mall, Council Chamber, 204 Eas[ Lincoln Avenue. Anaheim, on April 10, 1978, at 7:00 p,m., noLice of said public hearing having been duly given as requlred by law and in accordance with the provislons of the Anahetm Municipal Code, to hear and constder evidence for and against said amendment to the Anaheim General Plan Circulation Element and to investigate and make flndings and recommendations in connectton therewi[h; and IJHEREAS, safd Commission, after due inspection, Investigation and study made by ltself and in its behalf and after due constderatton of all evide~ce and reparts offered at said pub)ic hearing~ D0~5 HEREBY FIND: 1. That evidence was presented which substantiates the need for an amendment to thc Anaheim General Plan, and it is deemed app~oprlate that EXHIBIT A, as modffled to retain Via Escollo as a "Hillstde Collector" and delet(ng Vlsta del Ric from the Plan and tncluding the recortmendations of the Redeveiopment Crnmission be adopced. NOIJ, THEREFORE~ BE IT RESOLVED that EnvTronmcntal impace No. 212. was considered on March 9. 1978. by the Anahelm CTty Planning Cor:mTssTon and evldence, both written and ornl was presented to supplement satd EIR No. 212~ and the Planning Commisslon recommended certification of said report on that date. WtiEREAS, the Planning Department deemed tt appropriaie, pursuant to the provisions of the California Government Lode Section 653Q2 (i) to adopt a new Lirculation Element to the Generai Plan; and WHfREAS, the Planning Department deemed it appropriate, pursuant to the provisions of the California Environmental Quality Act, to prepare Environmental Impact Report No. 212 in connection with the Circulatlon Elemenc for the foregoing etement under consideration; and WHEREAS; the Anaheim Lity Planning Commission did hold a public meeting at Anahelm City Hali, Council Chamber~ 204 East Lincoln Avenue, Anaheim, on April 10, 1978, a[ 7:00 p.m., notice of safd public hearfng ha~ing been duly given as required by law and in accordance with the provisions of the Anahelm Municipal Code, to hear and consider evidence for and agatnst said amendment to the Anaheim General Plan CTrculatton Element and to investi9ate and make findings and recommendations in connectio~ therewith; and WHEREAS~ sald Commission, after due Inspection, investigetion and study made by Itself and in its behalf and after due consideration of all evidencz and reports offered at said public hearing, DOES HEREBY fIND: 1. BE IT RESOLVED that Environmental impacc No. 212~ was considered on March 9. 1978. by the Anaheim City Planning Cormnlssion and evidence, both written and oral was presented to supptement said EIR No. 212, and the Planning Canmission recommended certlfication of said report on that date. BE IT FURTHER RESOLVED THAT, pursuan[ to the foregotng findings~ the Anahelm City Plann(ng Commisston dces hereby adopt and recortmend to the City Council of the City of Anaheim adoptton af General Plan Amendment No. 146 - Circulation Element. as follows: 1, That "ExhtbTt A"~ as modified to retaln Vla Escollo as a"HTilstde Collector" and deleting Vtsta del Rio from the Plan. representing -2- Pt78-76 the existing CTrcutation Element and the addition of the "Downtrnm Anaheim Schematic", inclusive of the recommendattons of the Redevelopment Commission. and thirteen (13) pollcles; and which replaces the Artcrial HTghriays and Rights-of-Way maps as well as the exception list as part of the General Plan. be adopted.
