THAT PETITION FOR LONOfTIO~IAL USE PERMIT N0. 1825 BE GRANTED
WHEREAS, thc Anaheim City Plannirg Commission did re.:elve a verified
Petition for Cond(tional Use Permit from ROBERT N. SCHULLER INSTITUTE FQR SUCCESSFUL
CHURCH LEADERSHIP, 12141 Leo~is Street, Garden Grove, Californ(a, 92640, owner, and
GARDEN GROVE CO'1MUNITY CtfURCH, 12141 i.ewis Street, Garden Grove, California 92640,
agent, of certain real property situated in the City of Anaheim, County of Orange,
State of California, described as:
7hat portion of the Southeast ~ne-quarter of Section 26, Townshtp
4 South, Range 10 West, in thc City of Anaheim, as shown as Parcel
No. 1 on a map filed in book 43, pa9e 15 of Parcel t7aps, records
of said Orange County.
NHEREAS, the City Planning Commission did hold a public hearing at the City
Hall in the Ci[y of Anaheim on April 24, 1'~78, at 1:30 p.m., notice of said public
hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, Chapter 18.03, to hear and consider
evidence for and agains[ satd proposed conditlonal use and to investigate and make
flndings and recommendations In connection iherewlth; and
NfiEREAS, said Commission, after due inspection, investigation and s[udy made
by itself and in i[s behalf, and af[er due consideration of all ev(dence and reports
offered at said hearing, does find and determine the following facts:

2. Tha[ the above-mentioned walver (a) is hereby granted on the basis that
the chainlink fence is exis[ing and does not negatively impact visibility along the
adjacent streets, and that if It were reduced In hefght to conform with code
requirements tt would notprovide the necessary secu~ity for the cemetery.
3. That the above mentioned walvers (b) and ~d)are hereby granted for
garden crypts located nsar the south property ilne on the basis that the adJacent
property to the south is developed with similar cemetery uses.
4. That the above-mtntioned watver(.; is hereby gfanted on the basis that
tha site wtll 5e developed wiCh landscaped areas and that no structures which may
obst~uct visibility will be constructed in these setback areas.

and the growth and development of the area In which it is proposed to be located
because adJatent property to the south is also developed with a cemetery .
6, That the size and shape of the site proposed for the use is adequate to
allow the full developmen[ of the proposed use in a manncr not detrimental to the
particular a~ea nor to the peacc, health, safety, and general welfare of the Citizens
of the City of Anaheim.
7. That the granting of the Condttional Use Permit under the conditions
imposed, if a~y, will not be detrimental to the peace, health, safety and general
welfare of the Citizens of the Ctty of Anaheim.

EHVIRONMENTAL IMPACT FINDING: That the Anahelm City Planning Commtssion
reviewed the subject proJect to permit a cemetery with waivers of maxtmum fence
height, maximum structural heigh[, minimum front yard setback and minimum stde yard
setback on an irregularly-shaped parcel of land consisiin9 of approximately 3•9
acres, and having approximate frontages of 363 feet on the south side of Orangewood
Avenue, 437 feet on the east side of Lewis Street and 236 feet on the southrrest side
of Manchester Avenue; and does hereby approve che tJegative Deciaration from the
~eauirement to preoare an environmental impact report on the basis that there would
be no signiflca~t individual or cumula[ive adverse envlronmental tmpact due to the
approval of [his Negative Declarationsince the Anaheim General Plan designates the
subJect property for medium densfty residential land uses commensurate with the
proposal; tha[ no sensitive en•iironmen[al impacts are involved fn the proposal; that
the Initial Study submitted by the petitioner indicates no significant (ndivtdual or
cunulative adverse environmental fmpacts; and thai the ~~egattve Declaration
substantiating the foregoir.g findings is on file in the Ci[y of Anaheim Planning
Department.
NOW, THEREFORE, BE IT RESOLVED thac the Anahcim City Planning Commission
does hereby grant subJec[ Petition for Conditionaf Use PermiL, upon the following
conditions wh(ch are hereby found to be a necessary prerequisite to the proposed use
of the subject property in order to preserve the safety and general welfare of the
Citizens of the Ci[y of Anaheim:
1. That the o~+mer(s) or subJect property shall deed to the City of Anaheim
a strip of land 35 feet in width from the centeritne of thc street along Lewis
Street for street wldening purposes.
2. That all engineering requtremen[s of the City of Anaheim along Lewis
Street, Orangewood Avenue and Manchester Avenue tncluding preparatlon of improvement
pians and installation of all improvements such as curbs and gutters, sidewalks,
street grading and paving, drainage facilities or other appurtenant work, shall be
complied with as required by the City Engineer and in accordance with standard plans
and specifications on file in the Offtce of the City Engineer; that street lighting
facilities along Ler~is Street, Orangewood Avenue and Manchester Avenue shall be
tnstalled prior [o final butlding and zoning inspectio~s unless otherwise approved
by the Director of Public Utilities, and in accordance with standard specificattons
on file in the Office of the Director of Publtc Utilitles; and/or [hat a bond,
certificate of deposlt, fetter of credit, or cash, in an amount and form satisfactory

to the City of A~aiieim shali be posted wtth the City to guarantee the installation of
the above-mentioned requirements. roved
3, That trash storage areas shall be provided in accordance wlth apP
plans on file with the Office of the Dlrector of Public Works.
4, That appropriate water assessment fees as determined by the Director of
Public Utillties shall be paid to the City of Anaheim prior to the issuance of a
building permit.
5, That a strip of land 92 fee[ south of the existing centerline of
Orangewood Avenue be reserved for a perlod of eight years for future ultimate right
of way for a future Orangewood Avenue Crassing of the Santa Ana Free~aay.
6, That subJect prope'ty shall be developed substantially in accordance
with plans a~d specifications on file v+ith the City of Anaheim marked Exhibit No. 1.
7, That Condition Nos. i and 2, abave-mentioned, shali be complted with
prior to the commencement of the activity authorized under this resolution, or priQr
to the time that the building permit is issued, or within a period of one year from
date hereof, whichever occurs first, or such further time as the Planning Commission
may grant.
8. That Conditio~ Nos. 3 and 6, above-mentioned, shail be complied with
prior to final butlding and zoning inspections.
