City of Anaheim, County of Orange, State of ~aiifornia, described as follows:
Lots 1. 2, 3, 4 and 5 of Tract 23~~~ as per map recorded in book
b9 pages 15 to ~~ of Miscellaneous Maps in the office of [he
county recorder af sa!d county; and
WHEREAS, the City Planning Cam+ission did hold a public hearing at thr_ Ci=y
Hatl in the Lity of Anaheim on January lh. ~`~~°~ at 1:30 P.m.. notice of said publi~
hearing havin9 been d~~1y atven as reauired by law and i~ accordance with the
provisions of the Anaheim Municipal Code. ~hapter lEi.~3, to hear and consider
evidence for and a9ainst satd proposed reclassifTcation and to investiqate and make
findings and rec~+mendati~ns in connection therewith; and
4tHEREAS, said ~~mission, after due inspection, investigation and study mad~
by itself and in its behalf, and aftcr due ~~~sideration of alt evidence and reporLs
offered at said hearing~ does find and determine thc following facts:
~, That the p~titioner proposes reclassification of subject property fro„~
the CO (Commerciai, Off~~e and Professional) Zone to the CL (Ca+mercial, Limited)
Zone,
2, That the Anaheim General Plan designates subject property for
comnercial/professional and low-density res~~enttal land uses.
j, That althou9h the ARaheim General P(an designates the subject property
for cor.merctal professio~al and/or low-density residenttal land uses, the property is
located immediately adjacent to and across the street from properties designated for
general commercial uses and, therefore, ;t is determined that the proposal is
consistent with tfie Ge~efal Plan designation for the area.
4, That the proposed reclassification Ts hereby granted on the basis that
all property owners sha11 dedicate all vehic~~lar access rights to Euclid Street to
the City of Anatieim.
5, That on ~~ovanber 7, 1977, subJect pet(tio~ was denied hy the Planning
Commission (Resolution p~77-243) on the hasis that aporoval would not be consistent
with thc Anaheim ~e~eral Plan and ~o~ld be considered as "spot zoning~~,
SuAsequently, a revised petition was suhmitted tncreasina the site area to include
four additional lots loca[ed immedlatelY to the north and south of the origina)
petttion, and also tocated adJacent to property which is designated for general
commercial uses bY the Anahelm General P~an and is currently zoned CL (Commerctal.
limiied).

and/or desirahle for the orderly and proper development of the community.

~and ~o~sist~~9 °f ~PP~~xima[ely 0.7 ~cre, having a frontan~ of approximately 326
feet on the ~~st sTdc of Euclid Street; and does her~hy anprove [he Negative
~e~laration from the requirement to Prepare an environm~ntal imoact report on the
basis tha[ there wc~u)d be no significant individual or cunulative adverse
environmentai inoact due to the approval of [his Hegative Declaratton stnce the
Anaheim Generi~ Plan designates the suhjec[ ~rooerty for coronercial/professional and
iow-density resideniial lond uses co~'ensurate with thr_ prop~sal; that no sensltive
environmen[al imoacts are involved in the proposal; that the project is compatible
With i~nd uses [o the north a~~~ west; that the Initial Study suFxnitted by the
Peti[ioner indicates no significant indivtdual or cumulative advrrse environmenCal

~8-Zoning of the Anaheim MuntciPa~ Code be amended to exctude the above-described
Property from the CO (COtiHERCIAL, OFFICE AND PP.OFESSIOtlIIL) 20p~E and co incorporate
said described praperty into the ~~ ~CO"1M~RCIAL, LIHITED) ZONE upon the following
~onditions which are hereby founcl to he a necessary prereouisite to the pr~posed use
of subject property in order to P~eserve the s~fety anci g~ner~l welfare of the
~ltizens of the Ci[y of Anaheim:
