PC81 -245 A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THAT THE ACCESS POINTS TO SANTA ANA CANYON ROAD AS INDICATED ON EXHIBIT NO. 7 OF CITY COUNCIL RESOLUTION N0. 66R -27 BE REVISED TO INCLUDE A NEW ACCESS POINT DESIGNATED AS 12, AS SHOWN ON EXHIBIT 1 HEREIN WHEREAS, the Anaheim City Planning Commission has considered access onto Santa Ana Canyon Road, in connection with a proposed church and educational facility to be located on the southeast side of Santa Ana Canyon Road, said access being proposed approximately 500 feet east of the centerline of Eucalyptus Road; and WHEREAS, the City Planning Commission did hold a public hearing at the Civic Center, in the City of Anaheim on November 16, 1981, at 1:30 p.m., notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Municipal Code, Chapter 18.03, to hear and consider evidence for and against said proposed revision of access points on Santa Ana Canyon Road, in connection therewith; and WHEREAS, said Commission, after due inspection, investigation and study made by itself and in its behalf, and after due consideration of all evidence and reports offered at said hearing, does find and determine the following facts: 1. That it is deemed appropriate and necessary to improve access and circulation in the study area more specifically on the southeast side of Santa Ana Canyon Road, east of Eucalyptus Drive, because of future potential access problems as additional development occurs in the subject area. 2. That the Santa Ana Canyon Road Access Point Study, as adopted by the City, County and State, designates limited approved access points along Santa Ana Canyon Road; said access points having been adopted as a logical method of providing access to those properties fronting on Santa Ana Canyon Road at such time as said properties are developed for uses more intense than currently exists. Subsequent to initial approval of the original access points, five revisions: 6a, 9a, 5a, 10a and 9b, occurred. 3. That the Santa Ana Canyon Road Access Point Study found that at such time as property owners choose to develop their properties, they would have the responsibility of jointly solving their mutual circulation problems so as to conform to the proposed access points to Santa Ana Canyon Road. 4. That Conditional Use Permit No. 2156, to permit a church and private educational facility with waiver of maximum structural height, was approved by the Planning Commission on December 15, 1980; said approved plans indicating that access to and from Santa Ana Canyon Road must be satisfactory to the City Traffic Engineer, and comply with approved City plans and policies. 5. That the Traffic Engineer has reviewed the proposed access point on subject property and recommends approval of Exhibit No. 1. PC8 -245 6. That the Circulation Element of the Anaheim General Plan designates Santa Ana Canyon Road from Cerro Vista Drive to Weir Canyon Road as a Scenic Express- way with access limited to those points defined by the Access Point Study. 7. That approval of subject access point does not permit any property owner to physically use said access until after access rights have been acquired from the City of Anaheim. 8. That no one indicated their presence at said public hearing in opposition and no correspondence was received in opposition. NOW, THEREFORE, BE IT RESOLVED THAT the Anaheim City Planning Commission has reviewed the proposal to construct additional access onto Santa Ana Canyon Road as a part of an approved church and educational facility, said access proposed on the southeast side of Santa Ana Canyon Road, approximately 500 feet east of the centerline of Eucalyptus Road; and does hereby approve the Negative Declaration from the requirement to prepare an environmental impact report on the basis that there would be no significant individual or cumulative adverse environmental impacts due to the approval of this Negative Declaration; that no sensitive environmental impacts are involved in the proposal; that the Initial Study submitted by the petitioner indicates no significant individual or cumulative adverse environmental impacts; and that the Negative Declaration substantiating the foregoing findings is on file in the City of Anaheim Planning Department. BE IT FURTHER RESOLVED that the Anaheim City Planning Commission does hereby recommend to the City Council of the City of Anaheim adoption of the proposed revision to exhibit No. 7, adopted in connection with Santa Ana Canyon Road Access Points Study, as shown 12 on Exhibit A THE FOREGOING RESOLUTION is signed and approved by me this 16th day of November, 1981.
