41HEP,EAS, Yhe Ci[y Council of the City o( Anaheim did adopt the Anaheim General
Plan hy R solution No. 69R-644, shoe•~ing the general description and extent of possible
future development within the City; and
WHEP,[AS, *he Circulation Element of the General Plan sets forth the parameters
(roadway width and generalized loca*.ion) of arterial high~f~ays ~•rithin the currer.t City
boundary and the ultimate sphere of influence; -~nd
~+JHEREAS, pursuant to requests from ehe City of Anaheir.i Community Development and
Engineering Divisions for a General Plan Amendment study, City staff prepared z General
Plan Amendment to chan9e the current designation of Patt Street between Commercial
Street and La Palma Avenue from a Secondary Arterial High~vay to a Local Street; ancl
WHEREAS, the Planning Departme~t slaff has reviea~ed the proposal and the Initial
Study and finds no significant environmental impact and, therefor~, recommends that
a Negative Declaration be approved; and
WHEREAS, the Araheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on December 14,
1981, a. 1:30 p.m., notice of said public hearing havin9 been duly given as required
by law and i~ accordance ~~ith the p rovisions of the Anaheim 1lunicipal Code, to hear
and consider evidence for and a9ainst said AmendmenCto the Anaheim General Plan and to
investiqate and make findings and recommandations in connection therewith; and
WHEREAS, said Commission, after due consideration, inspection, investiqation

offered at said hearing, DOES HEREBY FIND:
l. That evidence was presented ~•rhich substantiates the need for an amer~dnent
to the Anaheim ueneral Plan, and it is deemed appropr:ate th~t "Exhil~it Fl" be
adopted, designating Patt Street bet~•~een Commercial Street and La Palma .Avenue
as a Local Street.
NOW, THEREFORE, BE IT RESOLVED, that the Anaheim City Plannin9 Commission has
reviewed the proposal [o amend the Anaheim General Plan to change the current
designation of Patt Street between Comrnercial Street and La Palina Avenue from the
requirement to prepare an environmental impact report on the basis that there would
be no significant individual or cumulative adve~se environmental impact due to the
approval of this Negative Declaration since no sensitive environmen±al in,pacts are
involved in the pruposal; that the Initial Study submitted by the petitioner
indicates no significant individua' or cumulative adverse environmental impacts;
and that the Negative Declaration substantiati~.~ the foregoing finding, is on file
in the City of Anaheim Pl~nning DeparCment.

Anaheim City Planning Commission does hereby adopt and recommend Co Che Cit; Council
