That the proposed use is properly one for which a conditional use permit is authorized by Anaheim Municipal Code Section 18.03.030.010 to wit: to permit a convenience market with gasoline sales. 2. That the proposed use is hereby denied on the basis that service stations sites were orginally granted special privileges not granted to other commercial properties by permitting the structures to be located closer ':o the street to service the traveling public; that approval of the proposal would allow a dual use on a small site which was developed for a single-purpose use and therefore approval would be granting additional privileges not granted other properties as well as adversely impacting on and off-site traffic circulation; and that approval would be grantinq an additional privilege not qranted to existing nearby markets which were developed in accordance with Code requirements. 3. That the proposed use will adversely affect the adjoining land uses and the growth and development of the area in which it .is proposed to be located. #0282I 2C82-192 ......, , ..,.,. ... , ; : _ _ _ ~;.I ~ ~~. 4. That the traffic generated by the proposed use will impose an undue burden upon the streets and highways designed and .'mproved to carry the traffic in the area. 7. That no one indicated their Fresence at said public hearing in opposition; and that no correspondence was received in opposition to the subject petition. ENVIRONMENTAL IMPACT FINDING: That the Anaheim City Planning Commission has reviewed the proposal to permit a convenience market with gasoline sales on a rectangularly-shaped parcel of land consisting oi approximately 0.47 acre located at the southeast corner of South Street and State College Boulevard, and further described as 700 South State College Boulevard (Rrco Service Station); and does hereby approve the Negative Declaration from the requirement to prepare an environmental impact report on the basis that there would be no significant individual or cumulative adverse environmental impact due to the approval of this Negative Declaration since the Anaheim General Plan designates the subject property for general commercial land uses commensurates with the proposal; that no sensitive environmental impacts are involved in the proposal; that the Initial Study submitted by the petitioner indicates no significant individual or cumulative adverse environmental impacts; and that the Negative Declaration substantiating the foregoing findings is on file in the City of Anaheim Planning Departlnent.
