PC 83-172 A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION DENYING GENERAL PLAN AMENUMENT N0. 180 LAND USE ELEMENT WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim Geneal Plan by Resolution No. 69R-644, showing the general description and extent of possible future development within the City; and WHEREAS, pursuant to a request from the property owner for a General Plan Amendment Study, City staff prepar.ed a General Plan Amendment for an area consisting of approximately 2.9 acres bounded on the north and east by the Riverside (91) Freeway, south by Santa Ana Canyon Road, and west by a single-family tract; and WHEREAS, the Planning Department deemed it appropriate, pursuant to the provisions of the California Environmental uuality Act, after review of the proposal and initial Study and finding no significant environmental impact, that a P7egative Declaration be approved; and WHEREAS, the Anaheim City Planni.ng Commission did hold a public hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on September 19, 1983, at 1:30 p.m., notice of aaid public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said Amendment to the Anaheim General Plan and to investigate and make findings and recommendations in connection therewith; and WHEREAS, said Commission, after due con~ideration, inspection, investigation and study made by itself, and after due consideration of a11 evidence and reports offered at said hearing, DOES HEREBY FIND: 1. That sufficient evidence was not presented to substantiate the need for an amendmenc to the Anaheim General Plan at this time. 2. That an amendment to the Anaheim General Plan designating the property for Genera.l Commercial would be premature at this time since there are serious drainage and access questions which have not been adequately addressed. 3. That• the proposed General Commercial designation is incompatible with the surrounding Hillside Low Density Residential land uses. 'Pherefore, no change be adopted for the subject study area. ENVIRONMENTAL IMPACT FI.,DING: That the Anaheim City Planning Commission has reviewed the proposal to change the current Hillside Low-Density Residential designation to General Commercial on the Anaheim General Plan on an irregularly-shaped land area of approximately 2.9 acres bounded on the north and eawt by the Riverside (91) Freewa.y, south by 5anta Ana Canyon Road, and west by a single-family tract; and does hereby disapprove #0047r PC83-172 the Negative Declaration upon finding thaL• it has considered the tiegative Declaration together with any comments received during the public review process and further finding" on the basis of the Initial Study and any comments received that there is substantial evidence that the project will have a significant effect on the environment. NOW. THEREFORE, BE IT RESOLVED, that pursuant to the foregoing findings, the Anaheim City Plannina Commission does hereby deny General Plan Amendment No. 180.
