That the petitioner proposes reclassification of subject property from the RS-A-43,000 (MEiP) (Residential, Agricultural (MObilehome Park Overlay)) Zone to the C-R (Commercial kecreation) Zone, to permit conversion of an existing 94-space mobilehome park. 2. That the Anaheim General Plan designates subject property for c~mmercial. recreation and/or medium-density resider.tial land uses. 3. That the proposed reclassification is hereby denied on the basis that the Anaheim City Planning Commission hereby finds that the evidence presented at the public hearing did not establish the existence of any of the following findings of fact as set forth in Section 18.92.070 of the Anaheim Municipal Code, pertainin9 to removal of the (MHP) Overlay Zone, to wit: a. That the proposed change of land use will not have an adverse effect upon the goals and policies for preservation of housing within the City of Anaheim as set forth in the Housing Element of the Anaheim General Plan; or b. That the proposed change of use is necessitated by the underlying site conditions which pose a threat to the .life, health, safety or general welfare of the mobilehome park residents; or c. That the proposed change of use is nec~ssitated by circumstances beyond the ceasonable control of the owner of the property; or d. That denial of said reclassification would deprive the owner of all reasonable or economically viable use of the property; or e. That said reclassification is required by public necessity and convenience and the general welfare. 4. That the proposed reclassification is hereby denied on the basis that subject property is surrounded by residential uses, that it is isolated from other commercial uses and has pooz access from the nearby freeway and arterial streets. 5. That approximately 37 persons indicated their presence at said public hearing in opposition; and that no currespondence was received in opposition to subject petition. #U050r PC83-176 r. r~ ENVIRONMENTAL IMPACT FINDING: That an EIR Negative Declaration was previously approved on November .16, 1981, by the City Planning Commission in conjunctzon with Rec~assification No. 81-82-5 and Conditional Use Permit No. 2259. NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission does hereby deny Petition for Reclassi.fication on the basis of the aforementioned findings.
