ADOPTING AND RE;C~3MAfENDING TO THE; CITY COUtICZL OF T}IE CITY OF ANAf1EIM
APPROVAL OF GEIJERAL PLAN AMENDMENT NO. 202, LAND USE
AND CIkCULATION ELEMENTS
WHEREAS, the City Council of the City ~f Anaheim did adopt the
Anaheim General Plan by Resolution No. 69R-644, showing the general
description and extent nf possible future development within the City, and
41HEREAS, on January 11, 1966, the Anaheim City Council adopted
ExhibiL• tao. 7 of the Santa Ana Ca~yon Road Access Point Study approving eleven
(11) access points betweeu Cerro Visca Lrive to the west and Weir Canyon Road
to the east in cooperation with the State of California and County of Orange
as a logical method of providing access to those properties fronting on Santa
Ana Canyon Road to facilitate a steady, rapid and safe flow of traffic for
large volumes when the area is fully deveioped; and
WHEREP.S, pursuant to requests from the property owners, City staff
prepared a Genecal Plan Amendment for an area consisting of approximately 2.0
acres located at the northeast corner of Santa Ana Canyon Road and Pinney
Drive; and
WHEREAS, the property owner propose~ to cons:ruct two acnesses on
Santa Ana Canyon Road as a part of a circulation plan fcr the proposed
commercial professional office facility consisting of an ingress only with a
decele:ation lane located on the easterly property line and an egress
(right-turn out only) located approximately 350 feet east of the centerline of
Pinney Drive; and
4lHBREAS, the Planning Department deemed it aporopriate, pursuant to
the provisions of the California Environmental Quality Act, that an EIR
e~egative Declaration is appropriate; and
WHEREAS, the Anaheim City Planning Commission did I.~old a public
hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim
Boulevard, on April 1, 1985, at 1:30 p,m., noticE of said public hearing
having been duly given as requiced by law and in accorrlance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for
and agrjinst said ~mendment to the Anaheim General Plan and to investigate and
make findings and recommendations in connection thF~ewith; and
WHEREAS, said Commission, after due insoection, investigation and
study made by itself and in its behalf and aftec due consideration of all
evidence and reports offe[ed at said public hearing, DOES HEREBY FIND:
1. That evidence was presented which substantiates the need for an
amendment to the Anaheim General Plan, Lanc] Uee Element, and it is deemed
a~,propriate that Exhibit A, be approved.
2. That evideoce was presented which substantiates the !ieed for an
amendment to the A~aheim General Plan, Circulation Element, and it is deemed
appropciate that Exhibit B, be approved.

NUW, THEkEF6RE, BE IT RESOLVED, ttiat the Anaheim City Planning
Commission has reviewed the _r,roposal to change the General Plan designation
fcom the current Hillside Low Density Residential desiqnation to Comme[cial
Professional on an irreyu7arly-shaped parcel of land consisting of
approximately 2.0 acces located on the northeast cor~ier of Santa Ana Canyon
Road and Pinney Drive; and do~s hereby approve the Negative Declaration upon
finding that it has consideced the Negative Declaration t~gether with any
comments received ducing the public review process and further finding on the
basis of the Initial Study and any comments received that there is no
substantial ~vidence tt~at the project will have a significant effect on the
environment.
BE I7' FURTHER RESOLVEU, that pursuant to the foregoing findings, the
Anaheim City Planning Commission does hereby adopt and recommend to the City
Council of the City of Anaheim adoption of General Plan Amendment No. 202,
Land Use Element and Circulation Element, as follows:
1. That 'Exhibit i1" designating 2.0 acres as Commercial
Professional land uses be adopted; and
2. That •Exhibit a" revising Exhibit No. 7 of the Santa Ana Canyon
Road Access Point Study be adopted.
