WHEREAS, pursuant to tha authority set forth in California
Governm~snt Coda Section 65~G9, ancl City of Anaheim Qrd3nance No. 4377 and
Resolution No. 82R_56a (procedures Reso].ur:ion), Che City has received an
a~pZica~ion from the devglopar requesting adoption oE Development Agreemont
No. 88-02 in connec~ion with Speci:Eic Plan No~ 87 -U1; anc~
WHEREAS, pursuant to th~ California Environmenta2 Quality Act,
EnvironmenL-al Impac~ Repoxt No. 273, with a 5t~-t;emenC oi Overriding
Considerations, was certiPiQd by tlie City Council on Jux~e 23, 1987, in
conjunction with the Specific Plan approvsl an~~ tho environmental impact5 and
mitiga~ian measures associa~od wi~h th~ Highlands at Anaheim Hi11s Project
were ~ddr~ssed thx•ougti the certification p:oc;ess; and
Whereas, pursuant to thQ Calitornia ~xivironmontal Quality Act, the
Planniny DepartmslYG staff conduc~ed an Initial Study and determined that no
additional 3mpacts would result fzom the approval qr execution of Dovelopmont
Agreemont No. 88-02 and ~hat ~~reviously certified Fnvironmental Impact ~2eport
No. 273, with Statemer~t o.t Over.rid'a:ig Cansiderations, i;, adequate as the
required environmental documenr_atlon for adoption of said DevQl~pment
A~greement No. 8P-02; and
WHER~AS, pu:suant t.o Section 2.1 of the Procedur~s Resolul•ic~:~, thQ
Anaheim Ci.ty Planning Commi:~sion did hold a pub~ic hearing at the Anahe=rn
Civic Ceiiter, Council Chambcr, 200 5outh Ane:~eim Boulevard, in the City of
Anaheim on ldarch 28, 1988, at 1:30 p.m., not~ce oF se~id public hearing having
bec~n duly given as requirad by law and in accordance with the prqvisions of
the Anaheim Municipal Cod~, Chapter 18.03, to hear and consider eviclence for
and against said de~velopment agreement and to investigate and mrske findir~gs
and recommendations in corzndctiun thecewith; and
