WHEREAS, pursuant to the Calif.ornia Environmental Quality Act,
Envirunmen~al Impact Feport No. 7.73, with a Statemant. oE O~erriding
Co:,sidorations, was certified by tlxe City Council on .Iune 23, 1987, in
conjunct.ion with the Specific Plan arproval and the ~nvironmental impacts and
mitigatlon mensures associated with Lhe Highlan~3s of Anaheim Hills Project
wexe addressed through ttie c~rtificatiun processt and that the Planning
Department staff. conducted an Tnitial Stud~ and doterminod that no additional
impacts would result from tho approval ~r execution of Developmen~ Agreement

PC 88-91 that the City Council make that determination; and
WHEkLAS, pursuant ~o Sectio:~ 2.'1 of the Procedures Resolutian, the
Anaheim City Planning Commission did hol.d a public heartng at the Anahaa.m
Civic Center, Council Ctiambar, 2U0 South Anahoim Boulevard, in the City of
Anaheim on March 28, 1988, at 1s30 p,m., notice of ~aid public hearing having
been du.ly gi.ven as ra~uired by Saw and in accorelancE with the provx,tions of
th~ Anaheim Municipal Code, Chaptar 18.Q3, to hear r~:id consider evidence for
t,nd against said devQlopment ~ac,reement and to investi.gate and malccs findings
and recommendatior.s in ccnnecL-i.c~n therewith; and
WHE~EAS, said Cornmission, after diie consiclert~tion, inspection,
investiqation anti study made by itself, and af~er due consideral-ion of a~l
evidence and reports offared at said hearing, DQES HEREBX FINU;
l. ThaC the pruject s2~a11 occupy at least fiEty (50) acras (site
oncompassos a~proximately 816 acres) u~on cnmpletion.
