WHER~AS, the City Council oi the City of Anaheim did adopt the
AnahQim General Plan by Resolu~ion No. 69R-644, ahewing th~ general
de,cription and e~ctent of possible future developmerzt within the eityj and

WH~REAS, pursuant to a Planning Cammissian rpquest .for ar am~ndmen~
to the Land Use Element of ~ha General Plan, in r.onEormance with Sections
18.03.050.05 and 18.03.Q50.030 of the Atsaheirn Municipa,l Coile, staff preparecl a
GenQral Plan Ameadmont tc redesignat~ fram the existing Medium Density
ResidanLial designation La n Low-Medium Density Resident3al designati.on for
tha Study Area 3 consisting of npproximatsly 10.7 acr6s gener~.lly bounde3 by
~' Val~npia Avenue to the north,. 01ive Str~et to tb.e east, Vermont Avenue to L-h,e
south r~nd the alley east of Anaheim Bou7evarci ~o the wect.
WHER~AG. the Planning Department dc~emed it a,ppropriate, pursuant to
tho grovisions af trie Californi.a ~nvironmental Qualitx Act, that; there are no
aignificant envi.ronmental impac~s and racomcnended that a Negative Declarataon
~ be spproved; and
WfIEREAS, the Aixahoim City Planningr Commission flid hold ~ public
hear.a.ng at the Aizaheim Civzc Cent~r, Council Chamber, 200 Sout,h Anaheim
Boulevard, on December 4, I989, at 7.:30 p.m., notice of sald public hearing
hav.ing been duly given ns required by law and in accnrdance with the
provisions of the Anaheim ~4unicipal Code, tu hear ana conszder evidence fox
and against snid GenQral 1Plan Amendment and to inve~tiqate and make Eindings
and recommendat.ions iri connection th~z•ewi.th; and
WHEREAS, said Commis~ior_, after due consideraL•ion, inspection,
invr~skigation and study made by a.tself., and aft~r dke consideration of a11
evidence and reports off:ered at hearir~~, DOES HER~BY FIND:
; 1. That due to City Council and Planning Cqmmi.ssion concerns
z-egarding multigle-Eamily re,ic~ential dovelogment in Anaheim, a phased work

de~ignatiaxi ancl/or eYisting zoning.
3. Th~t e~idence presexated substantiates the aeed f.~r an arnendment
to the Anaheim ~eneral Plan and that Exhibit A J~e adcpted redesign~ting

Planning Commission has reyiewed the ~roposal to amend the T.and U~se Elemant of
the General 'P1an to change the currc~nt designation of Mecliwn Dansity
ResidenCial desiqnai:ion to Low-Medium Density P:esidential land uses on
approximately 10.7 acrea g~noralZy bounded by Valencia 5treet to the north,
Olive Stre~t ~o the east, Vermont Avenue to the sou~h arad the atley east o~
Ana.heim Boulevard to the west; and does therefore approve tk~e Negative
Declaration on the basis that iL• has considerc~d the proposed Negative
Declar~tion t~gether with axiy comments received during tY~e publir reviow
process and further findinq on the b~sis of thQ Initi~l S~udy and any comments
receivod that there is no substai~tial evidance ~liat the projoct will hav~e a
significant effect on the envixonment.

tha l~naheim Cit~ Planning Commission does hereby adopt and recommend to the
City Council of the City ak Anaheim adapti.~n of General P1an tlmendmen~ No.
