A RESOLUTIpN OF TIiE ANAHEIM CI7Y PUINNING COMMISSION
RECOMMENDING THAT CITY COUNCIL ADOPT
GENERAL PIAN ~MENDMEIJT N0. 332 PERTAINING TO THE CIRCULATION ELEMENT
WHEREAS, the City Council of tho City of Anahelm adoptod the Anaheim Ganeral Plan by
ResoluNon No. 69Ft-644, showinfl tho general doscr(ption and extent of poss'.blo future development withfn
the City; and
WHEREAS, on June 9, 1992, Council approvod GenerAl Plan Amendment No. 329 (GPA 329)
deloting that portion of Anahoim Boulevard between La Palma Aven~e and Lemon Street irom tFie Circulatlon
Element of the Anahelm Goneral Plan; and
WFIEREAS, Planning Commission subsequently dirocted etaff to Initiate anotfier amondmont
to tho Circulation Elemont to redesignat9 tho portion oF Araheim Boulevard between Lemon Street and
Herbor Boulevard, from ~ Primary Ailerfal HighwAy to a"local stroot";
WHEREAS, the Pl~nning Commission did hold a public hoaring at the Anahelrn ~fvic Center,
Council Chamber, 200 South Anaheim Boulevard, on Nuvember 16, 1992, at t:30 p.m., notiae af said public
hearing having bec~n duly given as required by law and in accordance with tho provisions of the Anaheim
Municipa' Cado, Chapter 18.03, to hoar ~nd consider ovidonce for and against sald proposed General Plan
Amendment and to investigate And mako findings and recommendations in connaction therewith; and
WHEREAS, said Commission, aftnr due considoration, fnsnectiori, Investfgatlon and study
made by itself, And after due consideration of all ev(clonce and reports offe~~ecl At said hearing, does hereby
iind and determfne the tollowin~ facts:
1. That the proposed amendmQnt is necessary to elimint~to an Isolated segment of
"pr(mary arterial highway" designation for Anaheim Boulevard northwest of Leman Streat whfch remained
after GPA 329 was approved deleti7g said desigt~at(on for the portlon of Anaheim Boulevard located
southeast of Lemon Street.
2. That the current capacities oi the roadway will rematn regardless of the designation
on the Circulatlon Elomont.
3. 7hat throe concernecl people reprosenting buslnessas or property owners alony the
portfon a( Anahelm Boulevard between lemon Street and Harbor Boulevard spoke at the public hearfng.
ALIF RNIA ~NVIRONMEN7AL QUALITY ACT FINDIN : That thA Anatielm City Planning
Commission has roviewed the pro~osal to amend the C(rculation Element of the Generai Plan to redosignate
the portion ot An~heim Boulovflrd between Lemon Streei and Harbor Boulavard, from a Primary Arterfal
Highway to a local streAt; and does hnreby approve tho Negative Declaration upon findinQ that the
declaratfon roilects the Independent ~udgemont of the leaci ayAncy and tFiat it has considerod the Negatfve
Qeclaratfon together with any comments received durfr~~ the public revfew process and iurther finding on
the basis of tha fnitial study and any comments recet~ed ~nat there is no substantial evidence that the project
wiil have a signiticant eHect on the envfronment.
NOW, THEREFORE, BE IT RESOLVED, thet pursuant to th~ above f(ndings, the Anaheim
City Planning Comm(ssion doss horeby adapt and recommend to tho City Council of the City of Anaheim
adoptfon oi General Pian Amendrrtent No. 332 portainir.p to the C~rculation Element.
