Resolution-PC 92-48~m-~"o 1Z~SnI..i JTinN NO PC92-48 A RESOLUTION OF THC ANAHBIM C1T'Y PLANNING COMMISSION ADOPTING ANA R~CC,~MMCNDING TO THB C;ITY COUNCIL ADOPTIG~Pd OF GENI:RAL PLAN AMENDMENT NO. 32S WIIEREAS, the City Cc~uncil of ttae City of Anaheim did adopt the Anaheim General Plan by Resolutiun Ndo. 69I~-G44, showing the general d~scription and extent of possible future development within the City; and that said pian amendment has been ^mended from time to time; and WHEREAS, since the early 1980's, the City of Anaheim has undergone si~nificant demo~raphic cl~anges and these chinges are lik~ly to continue into the next century. The population increased 14.4°lo during the ten year perio~ between 19$0 and 1990, ~rom 219,494 to 266,40b residents. By the year 2010, the population is projected tu exc:eed 315,000, a 42°~o increase over the 1980 population. tOlthough the grsatest future growth will be in the currently undeveloped elstern portion of the City, the largely developsd centr~i! and westsrn portions will also :ee signif'icant population growth and change. As a result of tiiis growti~, there will be an incrcasing need for new park, recreati~n and community service facilitie~ and probracns. WHCREAS, the City of Anaheim prPpare~l and adupted two strategic plan~.ing dacuments in 1987: Vuion 2000: Strate,~ic PlGnning for tlie Community of Anaheirn, and u Strutegic Plan foi Anaheim Purks, Recreation arul Cornmu-iiry Services; and WHEREAS, Y'ision 20U~: Strategic Planning for the Communiry of Anuliei»i contain~ compr~;hensive strategies to guide City programs chrough the year 2000. A number of these strategies directly affect park, recreation and community services within the City, including the following: • irnplcmenting programs to educate and er_courage citizens to Ue actively involved in the opportunities and challenges facing Anaheim: • Implementing programs to foster community identity und promote a positive City image; • Maintaining the level of public safety; • Meeting the neecis of Anaheim's incrensing aging population; • Deriving the maximwn benefits from a diverse etiinic mix; and ~ Accnmmod~ting thc changing family structure. CR1485MS.wp -1- YC92-48 WI-IEREAS, the Stra~egic Plmi for Artctheim Purks, Recreution cuid Community Services calls for the preparation and addition of a Parks, Recreation and Community Services Element to the General Plan to set forth overall policies for ti~e future dev~lopment of the City's park, recreation and community services, and trails systems. ; WHEREAS, a Human Services Assessment and Actron Plan was adopted by the ; City Council in 1989, and sets forth goals and golicies relating to the City's humaii service i necds. A number of the goals and action strategies relate directly to the proposed Parks, ; Recreation ancl Commi~nity Services ~lement, espacia3ly in regards ta the provision of ' facilities and other support services for necessary hum~n service programs such as: , • Providing resources to mieet the buman service needs oi Anaheim residents; • Providing necessary facilities to meet tho;~e service needs; • Taking a more proactive role in encour~tging public/private partnerships to address human service issues; ~nd • Taking a lead role in coordinltiag City and non-City resour~es capable of uiding humin service needs. W~-I~REAS, the City has theref.ore initiated the following araendments to the the Anaheim Generll Plan: 1. Establish a new and separate Parks, Rccreation 1nd Community Services ~lement t~: i'ormalize goals and policie~ relative to parks, recreation and community services to meet the needs of Anaheim citizens; and Identify de~ciency areas for future parks and riding and hikinb irail acquisition and development. 2. Amend the Environmental Resourc.; and Managemert Element to: Delete the parks and Commercial R.ecr~ation Exhibit; Delete the Recreation Element, and the Riding and F~Iiking Trails Element; and Transfer Bicycle Trails :rom ti~e existing Ridin~ and Hiking 1'rails Element ta the Circulation Element. .2. PC92-a8 3. Amend tha Land Use Map to reflect changes to purk facilities identified in the new Parks, Recreation and Community Services Element, und to identify deficiency ~reas for future parks and riding and hiking trai! acquisition and development. 4. Amend the Cireulation Element to: • Transfer Bicycle Trails to the Circulltion Element from the existing R.iding and Hiking Trails Element; and • Add Bicycle Trails as:~ separate exhibit. W~-IEFtEAS, the Anaheim City Planning Cammission did hold a public hearing at the Anaheim Civic Center, Council Chamber, 200 South Maheim Boulevard, on flpril 20, 1992, at 1;30 p.ni., notice of said public hearing ha~ing been ciuly given as required by law and in accordance with the provicions of thP An~heim Municipal Code, to he~r. and consider evidence for. and against said Genaral Plan Amendment Nn. 325 (GPA No. 32S) and to investigate and m~ke findings and recommendations in connection therewith; and WHEREAS, said Com~nission, after due consideration, inspection, investigation and study made by itself, and after due consideratian of all evidence and reports offered at said hearir.o„ DUES HEREBY FINll: 1. T'hat the purpose of the proposed :'arks, Recreation and Community Services ~lement is to set forth policies, programs and stand~rds far meeting the identifieJ park, recreation, community services and trails neecls of the City's present and future residents, This element is iatended to provide the long•term policy framework for the implementation of specific programs thlt the ~ity will pursue in impro~~ing and expanding its parks, recreation and commimiry services, and trails system. 2. That the proposcd Parks, Re~reation and Community Services Element contains a Riding and Hiking Trails Master Plan which u~dates and replaces, in it~s entirety, the currcnt Riding and Hiking Trails Element of the the Environmental Resource and Managcment ~lement of the Generat Plan; and that the location and alignment of Bicycle Trails are also r~moved from therefrom and transferred to the Circulation Element to provide greater opportunities f~c bicycle trail implementation in conjunction with the circulation system specified by trie General Plan. No ch~nges in alignment and f or type of bicycle trails are proposed by this amcndment. 3. 11~at "trail heads" are proposed in general locations on the Riditig and Hiki~ng Trails M~.Ster Plan. These facilities are located where resting and/or staging areas ttre desirable at the beginning ar end of a trail. Trail heads will provide trail users with amer,ities such as parking, hitching pasts, water, picnic facilities, shade and trail signage. -~- PCg2-48 4. That, whcn completed, the trails system will provide approximately 53 miles of rcgion~l, backbonc and feedcr trails within the City of Anaheim. The existing Ridirig and Hiksng Trails Ele:ncnt (t~dopted in 197G; provides mpprorimately 58 miles of trails. Approximatcly 27 miles of trails have been impleroented to date. The proposed Ridin~ arid Hiking Trails Mastcr Plan deletes several trails due t~ prublems with topegr<<phy, ucquisitioa, construction and/or the se:ection of better route alternltives, thereby accounting for the reduction in trail mileage. 5. That the propused Parks, Recreuti4n and Community Services F.lement and correspor •~.• umendments have becn revicwed and concurred with by the Parks, Rscreation an~ ,mmunity Services Department's Park and Recreation Can~mission, the ~ommunity Sen+ices 13oa~;1, the Youth Commissian and the Senior Citize~i Commission.
