t~.'N~REAS, on January 11, 1966, the Ciry Councp adopted E~chibit No. 7 of the Sar~ta Ana
Canyan Access Pofrrt Study aFproving access points between the Rfverside - NewpoK Freeway Irderchange
and ~':'eir Canyon Road; and that the exhibft was approved as a logfcal means of providing acxess to
p.cperties ftoMing on Santa Ana Canyon Road at such time as sald properties developed wfth uses other

WHEREAS, the ovmer of a certain IReguiarY•shaped pa~cel of land consisting o~ appro~rnatel'~
1.2 ~,:.res located at tha n~rthwest comer of Santa Ana Canyon R~ad and Maude Lane and having
appr~ximate fromages of 1,020 feet w~ north side af Sante Ana Canyon Road and 120 feet on the wast side
of Maude Lane, and turther described as 5481 East Santa Ana Canyon Road, has recuested a revision to
cxhiU~'t No. 7 of the Santa Ana Canyon Road Access Poirrt Study; and that the applicant proposes to
construct a'~igM tum only' egress polnt on the north side of Santa Ana Canyon Road approximately 145
feet west of the centerUne ~f Maude Lane in connection with a proposed offk;b bu7ding; arx'
WHEREAS, the City Planning Commission did hdd a puW(c hearing at the Clvic Center fn
the City of Anahefm on July 22, 1996, at t:30 p.m., notice of safd puWk: hearing hsv(ng been duly gNen
as required by law ar~ In accordance with the provisions of tf~e Anaheim Municipal Code, Chapter 18.03,
to hear and consider evidence for and against said proposed amendment and to Irrvestfgate and make
flndfngs und recommendatlons in connection therewkh; and that safd publfc hearfng was continued to the

WHEREAS, said Commission, after due Inspectlon, fnvesBgaUon and studu made by kseli
and in its behalf, and after due con.~ideratlon of all evidence and reports offered at safd M~arfng, does flnd
and determi~e the following facts:
1. That, In conjunction wtth subJect pethion, three other petitfans (General Plan Amendmerrt No.
340, F~ecJass~icatton No. 95-96-04 and Variance No. 4292) were aonsi~ered by the Planning Commission
for the pro~,ced development of sub)ect properry with an office bupding;
2. 'That subJect proposal Is approved subject to a revised plan being submitted showing a
realignment of the proposed egress driveway, aimqar to the drivewey on tha north side of Santa Ana
Cenyon Road, ea~t of Imperlai Highway; and
3. That thre~ people indicated their presence at sald puW~ hearing in opposkbn to the
proposal and that two I~stters ot coRespondence was recefved In opposftlon; and that three letters were
receNed !n favor of the pr~oposal.
rAi IFORNLI ENYIRONMENTAL ~UAUTY ACT FINDING: That tha Anahelm City Planning
Commission has reviewdd the proposal located on an IRegula-iy-shaped parcel of land consisting of
approximately 1.2 acres, located at tha noKhwest comer of Santa Ana Canyon Road and Maude Lane,
having z.pFroximate frontages of 1,020 feet on north skie o( Santa Ane Canyon Road and 120 feet on the
west skle of Maude Lane and further described as 5481 East SaMa Ana Canyon Roed; and does hereby
approve the NegeWe Declaratlon upon finding that the declaratton reflects the IndependeM ludgement of
the lead agency and that R has considered the Negative Dedaratton togethe~ wfth any commerrts recefved
during the pubiic rev!ew process and further flndtng on the basis of the study end any commeMs received
tha- there is no substantial evldsnce that the project wGl have a slgnNicant effect on the ernir~nment
