PC99-182 A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION ADOPTING AND RECOMMENDING TO THE CITY COJNCIL AUOPTION OF GENERAL PLAN AMENDMENT NO. 369 PERTAINING TO THE iAND USE cLEMENT WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan by Resolution No. 69R-644, showing the general description and extent of possibie future developr~ent within the Ciry; and WHEREAS, the Planning Commission directed staff to initiate an amendment to the Land Use Element of the General Plan to redesignate subject property from the "Medium Density Residential" snd "General Commercial° land use designations to the "G~~~ra+ Commercial" land use designation on two parcels totaling about 17 acres and located at the northwest corner of Lincoln Avenue and Beach Boulevard, and more specificaliy described as P:.3rcel A, an irregulady-shaped 8.1-acre parcel having a frontage of 525 feet on the west side of Beach Bo;~levard, a maximum depth of 590 feet, being located 810 feet north of the centeriine of Lincoln Avenue, and further described as 311 North Beach Boulevard (Anaheim Vacation R`/ Park.~, and Parcel B, an iRegularly-shaped 9-acre parcel located at the northwest corner of Lincoln Auenue and Beach Boulevard, having frontages of 590 feet on the north side of Lincoln Avenue and 770 fe:~t on the west side of Beach Boulevard, and further described as 101-221 North Beach Boulevard und 3001-3021 West Uncoln Avenue (shopping center with restaurants). WNEREAS, the Anaheim City Planning Commission did hold a public hearing at the r~naheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on October 11, 1999, at 1:30 p.m., notice of said p~blic hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Municipai Code, to hear and consider evidence for and against said Generai Plan Amenc:~ient and to fnvestigate and make findings and recommendations in connection therewith; and WHEREAS, said Commission, after due consideration, inspection, investigation and study made by itself, and after due consideration of all evidence and reports offered at said hearing, DOES HERERY FIND: 1. That the current land use designation for the easterly and southerly portions of this property, which front on Lincoln Avenue and Beach Bnulevard, is "General Commercial" while the northwest portion is designated for "Medium Density Resiuential" land uses. 2. That the evidence presented substantiates the need for an amendment to the Ana"~eim General Pian and, therefore, Exhib(t A should be adopted redesfgnating the entire subject area for "General Commercial" land uses. 3. That the recommended E=~~d use designation would provide consistency between the General Plan and existing and proposed zonfng designations, and would be consistent with the "General Commercial" land use designation of similar commercial retail parcels located adjacent to other major intersections in the City. 4. That the proposed amendment, if adopted, will encourage development of a wide variety of cc;mmercial uses, shopping centers, offices and smaii businesses. CR3777PK.DOC -1- PC99-182 ~ CALIFORNIA ENVtRONMENTAL QUALIIY ACT FINDING: That the Anaheim City Planning Commission has reviewed the proposal to amend the Land Use Element of the General Plan to change the current land use designaNun fsom the "M~edlum Density Residential" and "General Commercial" to the "General Commercial" on two parcels totaling about 17 acres, located at the northwest comer of Linco{n Avenue and B~ach Boulevard, having frontages of 590 feet on the north side of Lincoln Avenue and 1,295 feet on i~i~~ west side of Beach Boulevard, and further described as 101 to 311 North Beach Boulevard and 3001-3021 West Lincoln Avenue (shopping center and Anaheim Vacation RV Park); and does hereby approve the Negative Declaration upon finding that It has considered the Negative Deciaration together with any comments received during the public review process and further finding on the basis of the initial study and any comments received that there is no evidence that the project will have a significant effect on the environmenL NOW, THEREhORE, BE IT RESOLVED, that pu~suant to the above find(ngs, the Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of Anaheim adoption of General Plan Amendment No. 369, Exhibit A, pertaining to the Land Use Element, to redesignate the study area from "Medium Density Residential" and "General Commerciai" to "General Commercial."
