PC99-4 A RESOLUTION OF TI1E ANAHEIAi CITY PLANNIPIG COMMISSION DENYING GENERAL F'LAN AMENDMENT NO. 360 WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan by Resolutiun No. 69R-64~, showing the general descriptEon and extent of possible future development within the City; and WHEREAS, Planning Commission directed staff ta initiate an amendment to the Land Use Element of !he General Plan to redesignate subject property from the Low Density Residential desic~nation to the General Commercial designation; and that the property consists of a 6.1-acre irregulariy-shaped parcel having a frontage of 301 feet on the west side of Euclid Street, a ma;cimum depth of 1,271 feet, and being located 220 feet south of the centeriine of Cris Avenue at 1631 South Euclid Street (Southern California Edison easement); and WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on January 4, 1999, at 1:30 p.m., notice of said public hearing havin~ been duly given as ~equired by law and in accordance with the provisions of the Anaheim Municipal Cod2, to hear and consider evidence for and against said General Plan Amendment and to investigate and make findings and recommendations in connection therewith; and V~JHEREAS, said Commission, after due consideration, inspection, investic~ation and study made by itself, and after due consideraticn of all evidence and reports offered at said hearing, DOES HEREBY FIND: 1. That General Plan Amendment ~o. 360 be denied based on the commercial designation being too intense and incomp~tibie with the surrounding single family homes~ that the minimal street frontage and irregular lot configuration precludes development of well-designed, hic~h quality commercial use as is encouraged by General Plan po!icies; and that a commercial land use designation at this location would have a detrimental environmental impact on surrc,unding residential land uses ~ecause of traffic, noise, and height and visual impacts. 2. That the evidence presented at the public hearing did nut substantiates the need for an amendment to the Anaheim General Plan. CALIFORNIA ENVIRONMENTAL QUALITY ACT FIND N~G: That the Anaheim City Plarning Commission has reviewed the proposal to amend the Land Use Element of the General Plan to change lhe current land use designation from Low Density Residentiai to General Commercial on a 6.1- acre irregularly-shaped parcel having a frontage of 301 feet o~ the west ~~de of Euclid Street, a maximum depth of 1,271 fee!, and being loc2ted 220 feet south nf the centerline of Cris Avenue at 1631 South ~uclid Street (Southern California Edison easement); and does hereby approve the Negative Declaration upon finding that it has considered th~ Negative Declaration together with any comments received during the public review process and furthEr ~nding on the basis of the initial study and any comments received that there is no substantial evidence that the proJect will have a significant efiect on the environment. NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the Anaheim City Planning Commission does hereby deny General Plan Amendment No. 360 pertaining to the Land Use Element and to redesignating the study area from Lo~v Jensity Residential to Generai Commercial.
