SPECIAL MEETING (Gov’t Code Section 54956)  ORDER OF BUSINESS: Pursuant to California Government Code Section 54956, a special meeting is being called by the presiding officer of the Anaheim City Council to discuss and transact the business noticed below, at Anaheim City Hall, Council Chamber, 200 S. Anaheim Blvd., Anaheim, CA 92805. Pursuant to Government Code Section 54956, no other business shall be considered at this Special Meeting by the City Council. This Special Meeting is scheduled to run concurrently with a Regular City Council Meeting, and the City anticipates that the Special Meeting will be opened before Regular Meeting business.  REPORTS: All agenda items and reports are available for review in the City Clerk’s Office and www.anaheim.net/councilagendas. Any writings or documents provided to a majority of the City Council regarding any item on this agenda (other than writings legally exempt from public disclosure) are available at the Office of the City Clerk, located at 200 S. Anaheim Blvd., 2nd Floor, Anaheim, CA 92805 and by contacting the office by phone, 714-765-5166, or email to cityclerk@anaheim.net.  PUBLIC COMMENTS: This is the portion of the meeting set aside to invite public comments regarding item(s) on the Special Meeting Agenda only. Public comments are limited to three (3) minutes per speaker, unless a different time limit is announced. The City uses speaker cards that must be submitted to the City Clerk in order to address the City Council. Speakers shall refrain from profane language and other disruptive remarks or behavior which disrupts or disturbs the meeting, or risk being removed (AMC 1.12.017). City Clerk Theresa Bass reported 4 public comments were received electronically prior to 5:00 P.M. (Total of 5 public comments received via email). Public Comments Submitted – April 26, 2022 Special City Council Meeting 5:00 P.M. - CITY COUNCIL – SPECIAL MEETING 6:11 P.M. 1. Approve Settlement (by way of a Stipulated Judgment in Orange County Superior Court) with the California Housing and Development Department (HCD) and the California Attorney General regarding HCD’s Notice of Violation dated December 8, 2021, alleging that the City’s sale of Angel Stadium to SRB Management, LLC (SRB) violated the Surplus Land Act (SLA), on the following basic terms: (1) the City to create a local housing trust that would be funded by 30% of the Angel Stadium purchase price (approximately $96,000,000) and would be used to fund low, very-low, and extremely-low affordable housing units in Anaheim, (2) the City would ensure at least $27,700,000 worth of low and very-low affordable housing would be built on the Stadium project site, and would make efforts in conjunction with HCD to seek funding for up to 466 units on-site, subject to the City’s discretionary authority and SRB’s consent; (3) the City would not admit liability under the SLA, and (4) HCD and the California Attorney General would cease from further enforcement of the SLA as to the Stadium sale.
