RESOLUTION NO. 82R-404
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AUTHORIZING CERTAIN OF ITS MEMBERS
TO FILE A WRITTEN ARGUMENT FOR AND AGAINST A
PROPOSED AMENDMENT TO SECTIONS 1202 AND 1203 OF
THE CHARTER OF THE CITY OF ANAHEIM.
WHEREAS, a special municipal election is to be held in
the City of Anaheim on November 2, 1982, at which there will be
submitted to the qualified electors of the City the following pro-
posed amendment to the Charter of said City:
PROPOSED CHARTER AMENDMENT
It is proposed that Sections 1202 and 1203 of the
Charter of the City of Anaheim be amended to read as follows:
SECTION 1202.
BUDGET. SUBMISSION TO CITY COUNCIL.
At least thirty days prior to the
beginning of each fiscal year, the City Manager shall
prepare and submit to the City Council the proposed
budget. Upon receipt of the proposed budget, the
City Council shall determine the time for the holding
of a public hearing thereon and shall cause to be
published a notice thereof not less than ten days
prior to said hearing, by at least one insertion in
the official newspaper. Copies of the proposed bud-
get shall be available for inspection by the public
in the office of the City Clerk at least ten days
prior to said hearing.
SECTION 1203.
BUDGET. PUBLIC HEARING.
At the time so advertised or at any
time to which such public hearing shall from time to
time be adjourned, the City Council shall hold a pub-
lic hearing on the proposed budget, at which inter-
ested persons desiring to be heard shall be given
such opportunity.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1.
That this City Council, being the legislative body of the
City of Anaheim, hereby authorizes
DON R. ROTH, MAYOR
MIRIAM KAYWOOD
E. LLEWELLYN OVERHOLT, JR.
IRV PICKLER
members of said body, to file a written argument for the City
measure set forth in the recitals hereof in accordance with Section
5013 of the Elections Code of the state of California and to change
said argument until and including the date fixed by the City Clerk
after which no arguments for or against said measure may be sub-
mitted.
SECTION 2.
That this City Council, being the legislative body of the
City of Anaheim, hereby authorizes
BEN BAY, MAYOR PRO TEM
a member of said body, to file a written argument against the City
measure set forth in the recitals hereof in accordance with section
5013 of the Elections Code of the State of Califocnia and to change
said argument until and including the date fixed by the City Clerk
after which no arguments for or against said measure may be sub-
mitted.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 3rd day of August, 1982.
