1982-411 RESOLUTION NO. 82R-4ll A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING THE POLICIES ESTABLISHED BY THE ANAHEIM LIBRARY BOARD FOR THE USE OF LIBRARY MEETING ROOMS AND THE FEES AND CHARGES REQUIRED PURSUANT THERETO AND AMENDING RESOLUTION NO. 79R-139. WHEREAS, the Library Board of the City of Anaheim has previously established policies governing the use of the meeting rooms at the various City pUblic libraries and approved by the City Council by Resolution No. 79R-139; and WHEREAS, the Library Board did recommend on June 23, 1982, that the City Council adopt a resolution establishing new policies and fees governing the use of the library meeting rooms; and WHEREAS, it is in the best interests of the City of Anaheim to establish and approve the policies recommended by the Library Board for the use of the meeting rooms at the Anaheim public libraries by amending Resolution No. 79R-139. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that Resolution No. 79R-139 be, and the same is hereby amended: and the attached Anaheim Public Library policies governing the use of the meeting rooms at the Anaheim libraries be, and the same are hereby, approved. The policies attached hereto are incorporated herein by reference as though the same were set out in full. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 10th day of August, 1982. &~~EIM ATTEST: ~~/~ CITY LERK OF THE C ~F- ANAHEIM FAL: jh ANAHEIM PUBLIC LIBRARY POLICIES GOVERNING THE USE OF MEETING ROOMS As the meeting rooms are used in many of the programs of the Anaheim Public Library, priority must be given to library uses. Otherwise, they are available for public use within the provisions of the following policies: 1. A permit must be obtained prior to the intended use. This must be done at least seven days before the date of use and not more than six months in advance. 2. Pursuant to Resolution 79R-139 prepared by the City Council of the City of Anaheim, a charge of $5.00 will be made for usage of each library multipurpose room. Payment must be made in advance. Refunds will not be available unless the meeting is cancelled at least seven days in advance. 3. The person signing the application form must be a resident of the City of Anaheim and at least 18 years of age. 4. The Anaheim Public Library reserves the right to cancel the use of any of the meeting rooms or to levy a special charge for any special or unusual room setups. A 5. Inasmuch as facilities are not available at the Central or Haskett Libraries, refreshments may not be served. permission is required to serve light refreshments at the Canyon Hills, Euclid and Sunkist Libraries. There is a charge of $.75 per pot of coffee. Cups, cream and sugar are included. 6. A charge of $5.00 will be made for every hour or part of an hour that the meeting facilities at the Central Library are in use af~er 9:00 p.m. This room cannot be used after 11:00 p.m. 7. The branch facilities must be vacated prior to twelve o'clock midnight. 8. Applicants must be willing to accept responsibility for the use of the facilities and for the condition in which they are left and may be held liable for any damages. No admission fees may be charged, items sold, or fund raising conducted in connection with the use of these rooms. 10. The meeting rooms cannot be engaged at times or on days when the libraries are not open for public use. 11. Requests for the use of these facilities will be denied when such use is judged to be of a political or religious nature; when by a profit-making group; when contrary to law or local ordinance; when by those advocating the overthrow of the government by force, violence, or other unlawful means: or when inconsistent with the proper and regular use of these facilities. 12. Failure to observe the policies governing the use of the meeting rooms will result in use privileges being revoked or denied. 13. The Library Board can be requested to waive any of these policies if special circumstances indicate the need for such action. 14. Applicants using any facility of the Anaheim Public Library more than twice in any given month shall furnish to the City of Anaheim public liability and property damage insurance naming the City as an additional insured in a minimal amount of Twenty-Five Thousand Dollars ($25,000.00) for each and every separate use. 15. All applicants using any library meeting room shall be required to personally execute a hold harmless agreement which will protect the City of Anaheim from any and all liability arising from the use and occupancy of the premises. -2- STATE OF CALIFORNIA ) COUNTY OF ORANGE ) ss.
