1982-478 RESOLUTION NO. 82R-478 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM OPPOSING THE WATER RESOURCES STATUTORY INITIATIVE KNOWN AS PROPOSITION NO. 13 ON THE NOVEMBER 1982 BALLOT. WHEREAS, an initiative measure entitled the Water Resources Statutory Initiative has been qualified and will appear on the November 2, 1982, general election ballot as Proposition No. 13; and WHEREAS, this measure would enact substantial and far reaching changes to California water law by adding a new Division B to the Water Code to be known as the Water Resources Conservation and Efficiency Act: and WHEREAS, the City of Anaheim, a member agency of the Metropolitan Water District of Southern California, now, as in the past, has opposed the waste of water and supports the efficient use of water; and WHEREAS, the City of Anaheim now, as in the past, has supported reasonable protection of fish, wildlife, and recreation in California's streams and rivers; and WHEREAS, the City of Anaheim supports the use of alternative sources of water in the Southern California Coastal Plain such as reuse of reclaimed waste water, local projects, groundwater storage, and water exchanges; and WHEREAS, the measure contains a number of provisions that would adversely affect the City of Anaheim as a member agency of the Metropolitan Water District of Southern California, such as the following: 1. The requirement that comprehensive water conservation programs be prepared, submitted to, and approved by the State Water Resources Control Board before increased interbasin water transfers results in unreasonable obstacles to necessary interbasin water transfers; 2. The policy that the use of property taxes be reduced or eliminated for the payment of the costs of water development would have the effect of making present water users pay for the portion of new water facilities constructed to serve future water users; 3. The requirements that water rates be increased in order to reduce water usage, and that water pricing be included in the water conservation plans submitted to the State Board represent two serious obstacles to proper water management, namely, (1) artificially high water rates, ......... ...... ......... ".p". -~...... .. ... ~ and (2) water price setting by State Agencies not under local control; 4. The proposal to grant rights to appropriate water for instream uses (fish, wildlife, and recreation) which may have the result of reducing the water available to the State Water Project; and 5. The provisions regarding the management of groundwater basins could restrict the ability of Los Angeles to pump water from the Owens Valley groundwater basin. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Anaheim hereby finds that, if enacted, the Water Resources Statutory Initiative (Proposition No. 13) would represent a real and substantial threat to the security of the future water supply of the people of Southern California, and in particular, will result in creating major obstacles to the continued operation of a sound long-term water management policy which management policy includes the fOllowing objectives: 1. The fulfillment of the obligation of the State of California to supply the State Water Contractors their entitlements of water; 2. The increased use of Colorado River water, if available; and 3. The importation of vitally necessary water supplies of the City of Los Angeles, a member agency of the Metropolitan Water District of Southern California; and BE IT FURTHER RESOLVED that for the foregoing reasons the City Council of the City of Anaheim opposes the adoption of the Water Resources Initiative Measure (Proposition No. 13) on the November 2, 1982, general election ballot. AND BE IT FURTHER RESOLVED that the City Clerk be, and she is hereby, authorized to forward certified copies of this resolution to the Orange County Board of Supervisors and all cities in the County of Orange.
