REGULAR ADJOURNED MEETING OF OCTOBER 27, 2009
HELD ON NOVEMBER 3, 2009
The regular adjourned meeting of October 27, 2009 was called to order on November 3,
2009 at 5:07 P.M by Mayor Pringle in the Chambers of Anaheim City Hall located at 200
South Anaheim Boulevard. A copy of the agenda was posted on October 30, 2009 on the
kiosk outside City Hall.
PRESENT Mayor Curt Pringle and Council Members: Bob Hernandez, Lucille Kring and
Harry Sidhu. EXCUSED ABSENCE: Council Member Galloway
STAFF PRESENT City Manager Dave Morgan, City Attorney Cristina Talley, and City Clerk
Linda Andal.

Joe Weidner of U.S. Veterans, Post 72, accepted the Veterans Day proclamation and
announced the various functions and events taking place to honor military veterans.
Tom Morton, Executive Director of Convention, Sports and Entertainment, thanked Council
for recognizing Anaheim Employees' Charities Week pointing out the various charitable
organizations receiving donations from this fund raiser.
ADDITIONS /DELETIONS TO THE AGENDA: Staff requested Item No. 6 be continued to
the November 17th meeting.
PUBLIC COMMENTS (all agenda items):
James Robert Reade, resident, alleged harassment from Anaheim police officers.
Scarlette Almero, addressed impacts of bus travel reduction and also pointed out Anaheim
sidewalk locations in need of repair. Public Works Director, Natalie Meeks, would
investigate the locations identified.

CONSENT CALENDAR: Item No. 6 continued to November 17, 2009. Council Member
Hernandez moved to waive reading in full of all ordinances and resolutions and to adopt the
balance of the consent calendar in accordance with the reports, certifications and
recommendations furnished each council member and as listed on the consent calendar,
seconded by Council Member Kring. Roll call vote: Ayes - 4; Mayor Pringle, Council
Members: Hernandez, Kring and Sidhu. Noes - 0. Absence — 1: Council Member Galloway.
Motion Carried
1. Review the need for continuing the local emergency heretofore proclaimed by the
D175 Director of Emergency Services as ratified by previous action of the City Council
concerning land movement and property damage in the vicinity of 357, 365 and 373
Ramsgate Drive and the Hidden Grove Lane /Fox Glen Drive area in the City of
Anaheim, and, by motion, determine that the need for continuing the local
emergency exists.
2. Accept the low bid of Danny Letner, Inc., dba Letner Roofing Company, in an amount
D180 not to exceed $263,780, for roofing services at the Brookhurst Community Center, in
accordance with Bid #7313.
3. Waive the sealed bid requirement of Council Policy 4.0 and approve the issuance of
D180 a purchase order to Valley Power Systems, Inc., in the amount of $34,523.71
including tax and freight, for the replacement of the escape ladder on fire truck 6620.
4. Authorize the Chief of Police to execute the First Amendment to Agreement, upon
5792.1 review and approval of the City Attorney, with Systems Research and Applications
Corporation, increasing the not -to- exceed amount from $400,000 to $600,000, for
intelligence analyst services and authorize the Chief to submit the reimbursement
request and receive the monies from the Anaheim /Santa Ana UASI on behalf of the
City.
5. Authorize the Human Resources Director to execute agreements with seventeen
4392.F; 4391.B; temporary employment agencies for the acquisition of temporary contract labor
4390.B; 4389.C; during calendar year 2010.

6. Approve the Second Amended License Agreement templates between the City and
individual telecommunication carriers for the purpose of constructing and operating
cellular facilities within the Community Services infrastructure, authorize the
Community Services Director to execute individual agreements that conform to the
agreement, and any other related documents, and to take such actions as are
necessary to implement the agreements, authorize de minimus changes that do not
substantially change the terms and conditions, so long as such changes are
determined to be de minimus by the City Attorney and authorize the Risk Manager to
approve changes, as he may deem appropriate to the indemnification and insurance
provisions of the Master Agreement.

7. Approve an agreement with Kreuzer Consulting Group to provide design and
5951 engineering services for the Brookhurst Street widening from south of Ball Road to
north of Katella Avenue.

8. Approve an agreement with Kreuzer Consulting Group for on -call professional civil
5952 engineering services for a three -year term with the option to renew for a period of
two additional years, at the sole discretion of the Director of Public Works.
9. ORDINANCE NO. 6159 (INTRODUCTION) AN ORDINANCE OF THE CITY
M142 OF ANAHEIM amending various sections of Chapter 4.29 of Title 4 of the Anaheim
Municipal Code relating to massage establishments.
10. Approve minutes of the regular meeting October 27, 2009.
Council Communications:
Mayor Pringle announced Council Member Galloway was in attendance at the Mito, Japan
120 anniversary celebration on behalf of the City. He also thanked OCTA and Riverside
Transportation Commission on their groundbreaking ceremony to add an eastbound lane on
the 91 freeway, funded primarily with $50 million of federal stimulus dollars.
Mayor Pro Tern Hernandez announced the Cops for Kids and the Anaheim Police Officers
Honorary Association were partners in hosting a casino night fund raiser on November 13
He added the Central Library would be partially closed due to renovations beginning
November 9tH
Council Member Kring announced the first City- sponsored Veterans' Day celebration to be
held on November 10 at City Hall with Commander Dave Hoffman as keynote speaker and
encouraged the community to attend the Cops for Kids fundraiser on November 13 which
provided afterschool programs for youths at risk.
Council Member Sidhu announced the City had been awarded a $5.9 million grant by the
U.S. Department of Energy and further spoke of the success of the Solar Power
International Convention held at the Convention Center. He added Anaheim's Public
Utilities Department and Valley Christian Elementary would be hosting a celebration for the
school's new Solar Flag promoting environmental awareness. He had also attended the
groundbreaking ceremony for the 91 freeway stating the added lane would make a
significant impact on the quality of lives for many commuters traveling on the eastbound 91
freeway.
Mayor Pringle addressed his comments to the success of the recent solar energy
convention thanking Council Member Sidhu for welcoming and hosting a delegation of India
technology leaders at that event.
