RESOLUTION NO. 86R-203
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM SUPPORTING PROPOSITION NO.4?:
GUARANTEEING THE VEHICLE LICENSE FEE AS A LOCAL
GOVERNMENT REVENUE SOURCE
WHEREAS, the.Vehicle License Fee has traditionally been a
major source of general fund revenues for local government since
1935; and
WHEREAS, the California State Legislature granted itself
the authority during the period 1978 to 1984 to withhold funds
from Vehicle License Fees to balance its budget; and
WHEREAS, during fiscal year 1981-82, state government
kept $270 million of these Vehicle License Fees for its own
use; and
WHEREAS, during fiscal year 1982-83, state government
appropriated $318.1 million in Vehicle License Fees to balance its
own budget; and
WHEREAS, during fiscal year 1983-84, state government
kept $374.3 million Vehicle License Fees for its own use; and
WHEREAS, the retention of said Vehicle License Fees by
the State has resulted in a total loss to local government of
$727.8 million within a six-year period; and
WHEREAS, during each of those years, the Legislature was
unable to expediently determine how much of these Vehicle License
Fee revenues it would need to balance its own budget; and
WHEREAS, such delays in revenue determination caused
undue problems for local governments in budget planning; and
WHBRBAS, the citizens of California's cities and counties
are best served when government is funded through reliable, secure
and predictable revenue sources.
NOW THEREFORE BE IT RESOLVED, the City Council of the
City of Anaheim does hereby support Proposition No.47, which will
Constitutionally guarantee the Vehicle License Fee as a local
government revenue source.

day of May , 1986.
