A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM RATIFYING AND APPROVING THE ACTIONS OF
THE ANAHEIM DIRECTOR OF COMMUNITY SERVICES, OR
DESIGNEE, IN SUBMITTING A GRANT APPLICATION ON
BEHALF OF THE CITY OF ANAHEIM TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
FOR THE ECONOMIC DEVELOPMENT INITIATIVE FOR THE
LA PALMA PARK SOCCER FIELDS PROJECT AND,
AUTHORIZING THE ACCEPTANCE OF SUCH GRANT ON
BEHALF OF THE CITY; AND, DETERMINE THAT THESE
ACTIONS ARE EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO
GUIDELINE SECTION 15306
WHEREAS, as part of the Consolidated Appropriations Act of 2022, Congress
made available grants for the Economic Development Initiative for the purposes of Community
Project Funding / Congressionally Directed Spending (the "Grant"); and
WHEREAS, these Community Project Funding (CPF) awards are administered by
the U.S. Department of Housing and Urban Development (HUD) ("Grantor"); and
WHEREAS, in early 2022, a grant application was submitted to HUD in the amount
of $2,000,000 for the La Palma Park Soccer Fields Project ("Project"); and
WHEREAS, the Project consists of three soccer fields and supporting amenities;
and
WHEREAS, the Grantor has evaluated and awarded proposals submitted for Grant
funding and awarded the City of Anaheim grant funds to be used for the Project; and
WHEREAS, the Community Services Director, through its designee, and on behalf
of the City of Anaheim, submitted an application to Grantor for said Grant; and
WHEREAS, the City received approval for funding by Grantor for the Project; and
WHEREAS, the City is willing and able to conform to each of the terms, conditions
and limitations imposed upon any such Grant awarded to the City; and
WHEREAS, the City desires to accept any such Grant which may be awarded to
the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
I . Approves and ratifies the actions of the Director of Community Services or
designee in filing of an application for the Economic Development Initiative for the Community
Project Funding / Congressionally Directed Spending Grant Program.
2. The City Council of the City of Anaheim hereby agrees to, and by this
resolution, does accept any such Grant so awarded to the City of Anaheim without further action
of the City Council being required therefore.
3. The City of Anaheim hereby affirms its compliance and agreement to
comply with each and all of the terms, conditions and limitations imposed by the Grantor upon
said Grant, and the City Council hereby ratifies actions taken by and approves actions to be taken
on behalf of the City, by Anaheim Director of Community Services, or designee, including but not
limited to, execution of any agreements, assurances, or other documents as may be necessary in
connection with completion of the Project(s) and the acceptance of said Grant.
4. The actions described herein are exempt from CEQA under guideline
Section 15306, which pertains to information gathering purposes leading to an action that a public
agency has not yet approved, adopted or funded.
