RES-2023-009RESOLUTION NO. 2023- 0 0 9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING THE APPLICATION FOR THE BLOOMBERG PHILANTHROPIES' PUBLIC ART CHALLENGE GRANT WHEREAS, the Bloomberg Philanthropies provides funds through the Public Art Challenge for the creation of temporary public art projects that address important civic issues; and WHEREAS, the goal of the program is to generate public -private collaborations, celebrate creativity and urban identity, and strengthen local economies; and WHEREAS, support from the Mayor and other elected officials are integral to the success of the application and the project; and WHEREAS, the City of Anaheim (Applicant) has identified Beach Boulevard, from Lincoln Avenue to Ball Road, as a redevelopment and safety priority, otherwise known as the Rebuild Beach initiative; and WHEREAS, the Anaheim Housing Authority (Authority) recently acquired the Anaheim Lodge (837 S. Beach Boulevard) as part of the Rebuild Beach initiative; and WHEREAS, planning and implementation of the redevelopment of the Anaheim Lodge will require at least two years; and WHEREAS, the Applicant and Authority desire to activate the Anaheim Lodge space to support redevelopment and safety in the corridor during this planning phase; and WHEREAS, the Applicant is partnering with MUZEO Museum and Cultural Center to develop plans to utilize the Anaheim Lodge as an incubator for local artists and a canvas for public art, with the assistance of a Bloomberg Public Art Challenge grant award; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Anaheim hereby: l . Approves the filing of an Application for the Bloomberg Public Art Challenge to temporarily convert the Anaheim Lodge to the ART Lodge; and 2. Approves the partnership between the City of Anaheim and MUZEO to manage the temporary use of the ART Lodge as an all incubator with artist studios; and 3. Approves the use of the ART Lodge as an art canvas and community gathering space; and 4. Recognizes the value of public art to improve safety, strengthen the local economy, and celebrate creativity and urban identity; and 5. Certifies that said Applicant has sufficient funds to operate and maintain the Project(s) during the term of the grant; and 6. Appoints the City Manager, or designee, as agent to conduct all negotiations, execute and submit all documents, including, but not limited to Applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the Project; and 7. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines.
