A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM APPROVING A
LETTER OF UNDERSTANDING BETWEEN
THE ANAHEIM MUNICIPAL EMPLOYEES
ASSOCIATION, PART-TIME UNIT, AND THE
CITY OF ANAHEIM CONCERNING
EMERGENCY MEDICAL DISPATCHER
CERTIFICATION PAY
WHEREAS, the City of Anaheim (City) and the Anaheim Municipal Employees
Association, Part -Time Unit, ("AMEA") executed a Memorandum of Understanding (MOU) on
wages, benefits, and other terms and conditions of employment for employees represented by the
AMEA on November 15, 2022; and
WHEREAS, Article 27 - Premium Pay, of the MOU provides for additional compensation
pay for specific work assignments and certifications; and
WHEREAS, it was determined that certain fire dispatcher classifications had received
Emergency Medical Dispatcher (EMD) certification pay previous to being represented by the
AMEA; and
WHEREAS, a Letter of Understanding (LOU) is required to amend the current MOU and
authorize EMD certification pay for employees in certain fire dispatcher classifications; and
WHEREAS, the City and AMEA have met and conferred in good faith, and as a result
thereof, a LOU dated February 28, 2023 between the parties has been prepared and signed; and
WHEREAS, the changes incorporated in the LOU are reflective of previous practice; and
WHEREAS, the City Council of the City of Anaheim finds that approval of the LOU
between the City of Anaheim and the AMEA is in the best interest of the City of Anaheim.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim that
the LOU dated February 28, 2023 between the City of Anaheim and AMEA, a copy of which is
attached hereto and incorporated by reference herein, is hereby approved.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of the
City of Anaheim this 7 day of March , 2023, by the following roll call vote:

LETTER OF UNDERSTANDING
between the
ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION, PART-TIME UNIT
and the
CITY OF ANAHEIM
The Anaheim Municipal Employees Association, Part -Time Unit ("AMEA"), and the City of
Anaheim ("ANAHEIM"), herein referred to collectively as the "PARTIES" have met and
conferred and reached an agreement on Article 27 — Premium Pay of the June 24, 2022 through
July 3, 2025 Memorandum of Understanding ("MOU") between AMEA and ANAHEIM. The
PARTIES agree to the following terms and conditions:
Effective the first full pay period following City Council adoption of this Letter of
Understanding, employees in the job classifications of Part -Time Fire Dispatcher I and
Part -Time Fire Dispatcher II shall receive emergency medical dispatcher certification pay
upon certification as an Emergency Medical Dispatcher by the Orange County Emergency
Medical Services.
1.1 Emergency medical dispatcher certification pay shall be one dollar ($1.00) per
hour.
1.2 Upon an employee's initial certification, the effective date of emergency
medical dispatcher certification pay shall be the first day of the pay period
following verification of eligibility. Employees shall be eligible for emergency
medical dispatcher certification pay until the certification expires. Eligibility
for certification pay will continue only if the employee is re -certified as
provided by the County of Orange Emergency Medical Services/State of
California.
The remainder of the MOU between the AMEA and ANAHEIM shall not be affected hereby and
shall remain in full force and effect.
