RESOLUTION NO. 71R- "519 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM REQUESTING THE STATE WA'rE.R aES'OUaCES CONTROL BOARD TO DELAY IMPOSI1fION .oP ITS PRO.- POSED POLICY rOR DISCHARGE TO OPEN OCEAN WATERS UNTIL CONCLUS'ION OF THE SOUTHERN CALIFORNIA COASTAL WATER RESEARCH PROJECT S~UDIES. WHEREAS, the St.ate Water Resour.ces Control Board pro- poses to establish water control objectives and discharqe restrictions to the open ocean which will be 'acceptable to the Environmental Protection Agency, which, if imposed, will require major capital and operational expenditures by municipal dis- charqers adjacent to the Pacific Ocean, and WHEREAS, the city of Anaheim is involved in Oranqe County Water Districts No. 2 and 3 with a prospective tax increase of no less than 81% and no IIlOre than 167. for such. expenditures, some or many of which may not be necessary to meet the proposed standards; and WHEREAS, there is not presently adequate sc'ieIitific information to substantiate the restrictions about to be ~posed by the state Water Resources Control Board, pending the results of the $1.1 million study currently engaged in by" the Sou~hern California Coastal Water Research project.J and WHEREAS, said study will be complete during October of 1972, the implementation of restrictions other than those that can be substantiated would be premature and result in the expenditure of unnec'es.sary sums of money. NOW, THEREFORE, BE IT RESOLVED by the. City Council of the City of Anaheim, as representing a city encomp'ass.ed by 'Orange County Sanitation Districts No. 2 and 3, that it concur in the efforts of the state through its Water Resources Control Board to. establish standards a,nd to impose rest.rictlons 'for the con- tinuing benefit of coastal waters. BE IT FURTHER RESOLVED, that the City- Council urge and it does hereby urge the state Water Resources Control Board to withhold imposition of its standards and restrictions until completion of the Southern California Coastal Water Research project 'study to be completed in October, 1972. AND BE :IT FURTHER RESOLVED that the City Council does assure the state water Resources control Bo~~d that .it concurs in and will voluntarily comply with any discharge reEJ.trictions or effluent s~andards baaad in fact on some measurable 'improve- ment to the marine environment, such as res.trictions on known toxic substances.
