RES-2023-032RESOLUTION NO. 2023 - n j 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING A LETTER OF UNDERSTANDING BETWEEN THE ANAHEIM POLICE MANAGEMENT ASSOCIATION AND THE CITY OF ANAHEIM CONCERNING PAY ADJUSTMENTS AS NEGOTIATED UNDER THE CURRENT MEMORANDUM OF UNDERSTANDING ENDING JUNE 30, 2025 WHEREAS, the City of Anaheim (City) and the Anaheim Police Management Association (APMA) executed a Memorandum of Understanding (MOU) on wages, benefits, and other terms and conditions of employment for employees represented by the APMA on September 28, 2021; and WHEREAS, the MOU between the parties provides a reopener provision in January 2023 for the sole purpose of addressing potential compaction issues; and WHEREAS, any changes resulting from the reopener are subject to mutual agreement of the parties and a Letter of Understanding (LOU) is required to amend the current MOU and authorize compaction pay adjustments; and WHEREAS, the City and APMA have met and conferred in good faith, and as a result thereof, a LOU dated May 17, 2023 between the parties has been prepared and signed; and WHEREAS, the City Council of the City of Anaheim finds that approval of the LOU between the City of Anaheim and the APMA is in the best interest of the City of Anaheim. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim that the LOU dated May 17, 2023 between the City of Anaheim and APMA, a copy of which is attached hereto and incorporated by reference herein, is hereby approved. BE IT FURTHER RESOLVED that the Human Resources Director shall be delegated with the authority to publish the revised salary schedule, thereby amending the current MOU, in any format meeting the requirements of California Code of Regulations section 570.5. // // // // // // // THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 1- day of Tune , 2023, by the following roll call vote: AYES: Mayor Aitken and Council Members Rubalcava, Diaz, Leon, Kurtz, Faessel and Meeks NOES: None ABSENT: None ABSTAIN: None CITY OF ANAHEIM a442jA'1� MAYOR OF tPSCITY OF ANAHEIM ATTEST: CITY L tRK OF THE CITY OF ANAHEIM LETTER OF UNDERSTANDING between the ANAHEIM POLICE MANAGEMENT ASSOCIATION and the CITY OF ANAHEIM The Anaheim Police Management Association ("APMA") and the City of Anaheim ("ANAHEIM"), hereinafter referred to collectively as the PARTIES, have met and conferred and reached an agreement pursuant to a provision in the December 27, 2019 through June 30, 2025 Memorandum of Understanding ("MOU") between the PARTIES providing a reopener "for the sole purpose of addressing potential compensation issues in January 2023." The APMA and ANAHEIM agree to the following: Effective June 23, 2023, ANAHEIM shall provide a base salary increase of three percent (3%) in conjunction with the salary schedule changes effective the same date as set forth in the MOU Appendix "A" Wages. Effective June 21, 2024, ANAHEIM shall provide a base salary increase of two percent (2%) in conjunction with the salary schedule changes effective the same date as set forth in the MOU Appendix "A" Wages. The remainder of the MOU between the APMA and ANAHEIM shall not be affected hereby and shall remain in full force and effect.
