Community Services 2020/01/09 MINUTES COMMUNITY SERVICES BOARD City Hall, Council Chamber, 200 S. Anaheim Blvd., Anaheim, California January 9, 2020 BOARD MEMBERS PRESENT: STAFF PRESENT: Tierra Wilson, Vice Chair Joe Perez, Community Services Superintendent Linda Barnett Eleanor Granflor, Sr. Secretary Steve Brio Elizabeth Miramontes, Sr. Secretary Gloria Ma’ae Ryann Higgins BOARD MEMBERS ABSENT: Kandee Beas - Chair A G E N D A A C T I O N T A K E N __ 1. CALL TO ORDER: The Community Services Board meeting was called to order at 5:32 p.m. by Vice Chair Wilson. 2. PLEDGE OF ALLEGIANCE: Board Member Barnett led the Board in reciting the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: Paul Hike – Requested homeless persons who camp at bus stops in the Disneyland Resort area cleared out. Peter Warner – Address bus stop shelter problems in Fullerton. 4. SCHEDULED COMMUNICATION: Joe Perez reported Paula Schuerger resigned from the Community Services Board as of November due to personal reasons. Vice Chair Wilson provided a summary of her site visits conducted at 1) Creative Identity, and 2) YMCA Swim Program and YMCA Sports Programs. 5. APPROVAL OF THE MINUTES: Vice Chair Wilson presented the October 10, 2019 Minutes to Board Members for changes and/or corrections. Board Member Barnett made a motion to approve the October 10, 2019 meeting minutes, seconded by Board Member Brio; motion was voted with four votes in favor and one abstention by Commissioner Higgins. Vice Chair Wilson accepted the minutes. 6. PREVIOUS BUSINESS: A. FY2020/21 CDBG Funding 1) Funding Recommendation: Joe Perez reported that a determination had been made by Community and Economic Development staff to use funding previously allocated to the Council on Aging (whom have since declined further participation in the CDBG funding process) for the Senior Safety Net pilot program that proposes to assist Anaheim senior citizens with emergency rental assistance. Joe reported that what had been seen as a reduction in January was no longer the case since CDBG funding will remain to serve senior citizens, which is one of the three core funding categories the CSB provides a recommendation in funding. After extensive discussion by Board Members, Board Member Barnett made a motion to approve Community Services Board January 9, 2020 Page 2 the preliminary funding recommendation for funding to be received as listed below, seconded by Board Member Brio. The motion was approved unanimously as follows: Acacia Adult Day Services $10,000 Access California Services $33,250 Anaheim Family YMCA $20,000 Big Brothers, Big Sisters of OC $15,000 Boys and Girls Club $33,377 Community Action Partnership of OC $10,000 Meals on Wheels OC $55,666 Creative Identity $32,788 Dayle McIntosh Center $15,000 Islamic Center of North America $10,000 YWCA of North Orange County $15,000 Senior Safety Net Pilot Program $33,250 7. INFORMATIONAL ITEMS: Board Member Ma’ae inquired about the family resource center field trip request made by the CSB. Joe Perez reported that as soon as the CSB is once again a full body, he will proceed in scheduling the tour. Vice Chair Wilson reported the next meeting will take place on February 13, 2020 at 5:30 p.m. 8. ADJOURNMENT: Vice Chair Wilson adjourned the meeting at 6:16 p.m.
