CALL TO ORDER: The Community Services Board meeting was called to order at 5:39 p.m. by Chair Beas. 2. PLEDGE OF ALLEGIANCE: Board Member Steve Brio led the Board in reciting the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: Joe Perez reported the passing of Vice Chair Tierra Wilson, thanked her for her service to the Community Services Board, and presented her obituary. 4. SCHEDULED COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chair Beas presented the July 9, 2020 Minutes to the Board Members for changes and/or corrections. Board Member Barnett made a motion to approve the July 9, 2020 meeting minutes, seconded by Board Member Brio; motion was approved with four votes in favor and one abstention. Chair Beas accepted the minutes. 6. PREVIOUS BUSINESS: a) FY2020/21 CDBG Funding Cycle: 1) CSB Funding Recommendation Update: Joe Perez reported that the City Council accepted the funding recommendations by the Board and approved the entire federal Annual Action Plan that included CDBG funding. The Community and Economic Development Department will work with each non-profit agency and enter into an agreement with them to authorize the proposed programming. D ue to COVID19 restrictions Joe Perez reported that site visits by board members will be placed on hold until further notice. b) FY2021/22 CDBG Funding Cycle: Joe Perez shared that a timeline for the FY21/22 CDBG funding cycle has not been confirmed and that the expectation was to open the application p rocess in late September with final applications to be submitted and due in late October. This will delay the agency presentations until November/ December or possibly into January. Agency presentations will more than likely take place virtually if nothing changes due to the COVID19 closure of city facilities. Community Services Board August 13, 2020 Page 2 A G E N D A A C T I O N T A K E N 7. NEW BUSINESS: a) Selection of Vice Chair: Board Member Brio nominated Board Member Barnett for Vice Chair. There were five votes in favor. Joe Perez accepted Board Member Barnett to be Vice Chair. 8. INFORMATIONAL ITEMS: Joe Perez shared the new partnership that the City of Anaheim has with Clinic 360 to offer COVID -19 testing free of charge at the Anaheim Convention Center. Joe Perez noted that food distribution services continue throughout the city on a daily basis except for Sundays. The city has key partnerships with local non-profit agencies and churches to help supplement the food distribution services being offered through the Community Services Department. 9. ADJOURNMENT: – Chair Beas adjourned the meeting at 6:14 p.m. in memory of Tierra Wilson and reported the next meeting is scheduled to take place on Thursday, September 10, 2020 at 5:30 p.m.
