Cultural & Heritage 2020/05/21MINUTES CULTURAL AND HERITAGE COMMISSION TELECONFERENCE May 21, 2020 COMMISSIONERS PRESENT: STAFF PRESENT: Rida Hamida, Chair Jane Newell, Heritage Service Manager Mark Daniels, Vice Chair Holly Unruh, Community Services Superintendent William Camargo Eleanor Granflor, Sr. Secretary Karen Uyematsu COMMISSIONERS ABSENT: Julie Brunette Suman Marwah A G E N D A A C T I O N T A K E N 1. CALL TO ORDER: Chair Hamida called the meeting to order at 6:30 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Vice Chair Daniels. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. 4. SCHEDULED PUBLIC COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chair Hamida presented the December 19, 2019 minutes to the Commissioners for changes or corrections. With only three able to vote to approve the minutes, the minutes will be tabled until the next meeting due not lack of majority vote. 6. NEW BUSINESS: a) Mural Proposal: Chair Hamida presented information for a city Mural Proposal and made a recommendation for the Commission to support it. The Commission discussed the draft proposal and provided input regarding the process of mural installation, the power of art in murals in the city, the research found for this proposal, and for Commissioners to reach out to their City Council members regarding the proposal. Chair Hamida made a motion for staff to draft the proposal for City Council Recommendation, seconded by Vice Chair Daniels. There were four votes in favor; Chair Hamida accepted the motion. 7. SUB-COMMITTEES: a) Center Gallery: Holly Unruh provided reported artists have been contacted to re-schedule their exhibit due to the Center Gallery closure. b) Public Art Program: Holly Unruh stated the bid selection process continues to be finalized. c) Poet Laureate: Commissioner Camargo stated the Poet Laureate selection committee is working on updating the current ordinance for the eligibility and criteria of selecting a new Poet Laureate due to receiving a low number of applicants. Commissioner Camargo made a motion to update the selection process for selecting a Poet Laureate, seconded by Chair Hamida. There were four votes in favor; Chair Hamida accepted the motion. d) Heritage: Vice Chair Daniels reported staff is currently looking at plaque material for the heritage markers, provided information on the initial key locations for markers to be placed, and also stated there will be an open policy for future Commissioners to recommend locations for future heritage markers. Jane Newell stated that the heritage marker policy will be recommended to be added to the Public Art Plan. The Commission discussed including a heritage marker for the recognition of Indigenous Peoples Day. Chair Hamida requested to agendize “Proposal to Recognize Little Arabia” on the next meeting agenda. 8. INFORMATIONAL ITEMS: Holly Unruh reported City Hall and community centers continue to stay closed and all programs have been cancelled through May. Chair Hamida reported Commissioner Squitier has resigned from the Commission. Chair Hamida reported that a drive-thru taco truck was provided to celebrate Ramadan in Orange County. Commissioner Camargo reported that he collaborated with Project Actions that art supplies have been delivered to children in the community to continue working with art. Chair Hamida thanked Commissioner Camargo for participating in the Orange County’s reading program “Diary of the Quarantine Mice”. 9. ADJOURNMENT: Chair Hamida adjourned the meeting at 7:43 p.m. NEXT MEETING: The next meeting will be held on Thursday, June 18, 2020 at 6:30 p.m. at the Downtown Anaheim Community Center, 250 Center St., Anaheim CA 92805.
