Parks & Recreation 2020/12/02 MINUTES PARKS AND RECREATION COMMISSION TELECONFERENCE December 2, 2020 COMMISSIONERS PRESENT: STAFF PRESENT: Lynn Cudd, Chair Lawrence J. CALL TO ORDER: Chair Cudd called the meeting to order at 6:02 p.m. 2. PLEDGE OF ALLEGIANCE: Vice Chair Rupp led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. 4. SCHEDULED COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chair Cudd presented the October 28, 2020, Minutes to the Commissioners for changes or corrections. Commissioner Elwell made a motion to accept the minutes, seconded by Commissioner Balius. The motion was approved with 5 votes in favor; Chair Cudd accepted the minutes. 6. REPORTS a) Parks Activity Report – September/October: Pamela Galera presented the report and highlighted the loss of trees in our parks due to winds, the renovation of fields, and the groundbreaking of the new health clinic at Ponderosa Park. Questions were answered regarding memorial tree plantings in conjunction with Anaheim Beautiful. b) Park Ranger Report – September: Sjany Larson-Cash presented the report and highlighted the number of patrols, patrons, public contacts made by Park Rangers. There was an increase in patrons and skateboarding compared to September reports due to the opening of amenities such as playgrounds and skate parks. The Park Rangers assisted with fire watch during the red flag warnings at Deer Canyon and Pelanconi Park. Questions were answered regarding the alcohol and curfew contacts. c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the following projects: 1) Aloe Greens will be open to the public on December 7th. 2) The upcoming Prop 68 grant application submission for: Parks and Recreation Commission Minutes December 2, 2020 Page 2 2  Bellevue Pocket Park & La Palma Park Improvements – staff continues to find ways to communicate with the community regarding these projects .  River Park and River Walk – staff will be applying for three separate grants. For River Park, two grant applications will be submitted for the parkland (area between the Big A at Angels Stadium and the Santa Ana River); and for River Walk, one grant application will be submitted for the planning of the opportunities in the Santa Ana River. 3) Maxwell Dog Park – construction has been challenging and there may be a delay in completion of the project. 4) St. Jude Medical Clinic – project is under construction at Ponderosa Park. PREVIOUS BUSINESS a) FY 2020/21 Proposed Budget Update: Larry Pasco reported there will be a City Council Workshop held on December 15th. The Finance Department will share information regarding the current budget of the city. The Community Services Department has saved approximately $3.5 million due to closed facilities and programs that have shut down, along with reduced part-time hours. There have been no layoffs in our department. 8. INFORMATIONAL ITEMS: a) 2021 Meeting Schedule – Chair Cudd reported the schedule has been shared in the packet and meeting locations will be updated once the re-opening of facilities begin. Sjany Larson-Cash reported the Opening for Aloe Greens will be on December 7th. 9. ADJOURNMENT: Chair Cudd adjourned the meeting at 6:33 p.m.
