Sister City 2022/02/28 CITY OF ANAHEIM SISTER CITY COMMISSION MINUTES February 28, 2022 – 4:00 p.m. COMMISSIONERS PRESENT: Paul Anderson, Kevin Barrot, James Dinwiddie II, Lori Dinwiddie, Elizabeth Jabaz, Taline Cole, Brian O’Neal, Brian Stanley COMMISSIONERS ABSENT: Emily Fuentes, Dara Maleki, Germaine Neumann, Anna Piercy, LaShe Rodriguez, (Two Vacant Seats) STAFF PRESENT: Kimberly Kelemen, Community Services Karen Harrell, City Manager’s Office GUESTS PRESENT: Emerson Cole (Commissioner Taline Cole’s son) Agenda Posting: A complete copy of the Anaheim Sister City Commission Agenda was posted on Friday, February 25, 2022 at 2:00 p.m. at Anaheim City Hall. I. CALL TO ORDER Chair Lori Dinwiddie called the Anaheim Sister City Commission (ASCC) meeting to order at 4:10 p.m. on Monday, February 28, 2022. II. FLAG SALUTE Guest Emerson Cole led the flag salute. (Commissioner Taline Cole’s son) III. APPROVAL OF MINUTES MOTION: Vice Chair Paul Anderson offered a Motion, seconded by Commissioner James Dinwiddie AND MOTION CARRIED (Vote: 6-0; Abstained; Commissioner Taline Cole, Commissioner Brain O’Neal Absent; Emily Fuentes, Dara Maleki, Germaine Neumann; Anna Piercy, LaShe Rodriguez, (Two Vacant Seats) that the Anaheim Sister City Commission does Anaheim Sister City Commission February 28, 2022 Page 2 hereby approve the minutes from the ASCC meetings held on October 25, 2021 and November 29, 2021 as presented. IV. APPROVAL OF TREASURER’S REPORT Treasurer Kevin Barrot presented the Treasurer’s Report dated February 25, 2022 with a balance of $15,800.36 and noted there had been no changes in the account since February 2020. MOTION: Vice Chair Paul Anderson offered a Motion, seconded by Commissioner Taline Cole AND MOTION CARRIED (Vote: 8-0; Absent; Emily Fuentes, Dara Maleki, Germaine Neumann; Anna Piercy, LaShe Rodriguez, (Two Vacant Seats) that the Anaheim Sister City Commission does hereby approve the Treasurer’s Report dated February 25, 2022 as presented. V. MITO STUDENT EXCHANGE Chair Lori Dinwiddie let the commission know she had spoken to Mr. Wang and was okay moving forward with a virtual student exchange this year and go from there. Will discuss scheduling. VI. VITORIA-GASTEIZ RELATIONSHIP UPDATE There being no updates on this item, the item was continued to the March meeting for discussion. VII. DISCUSSION REGARDING POTENTIAL RELATIONSHIP WITH ETHIOPIA Commissioner James Dinwiddie asked for a motion to vote to not pursue at this time due to the living situation and safety. MOTION: Commissioner James Dinwiddie offered a Motion, seconded by Commissioner Kevin Barrot AND MOTION CARRIED (Vote: 8-0; Absent; Emily Fuentes, Dara Maleki, Germaine Neumann; Anna Piercy, LaShe Rodriguez, (Two Vacant Seats) that the Anaheim Sister City Commission does hereby approve the motion not to pursue a relationship with Ethiopia at this time. VIII. PROPOSED SISTER CITY APPLICATION Chair Lori Dinwiddie asked for a review of the proposed Sister City application by commissioners and would discuss at the next meeting in March. Chair Lori Dinwiddie asked for an application-tracking log as people fill out the application. IX. PUBLIC COMMENT None. Anaheim Sister City Commission February 28, 2022 Page 3 X. COMMISSIONER COMMENTS Commissioner Brian Stanley discussed his interest in having Taiwan be a possible Sister City. Commissioner Taline Cole suggested that once a contact/city is narrowed down, have them go through the process and fill out application. Chair Lori Dinwiddie and Commissioner James Dinwiddie stated that it would be a good idea to find a connection. Commissioner Taline Cole will be reaching out to Emily Fuentes and follow up on list of requirements for a city connection. Commissioner Elizabeth Jabaz suggested reaching out or connecting to a Latin American Country as well. XI. STAFF COMMENTS None. XII.
