The regular adjourned meeting of December 8, 2020 was called to order at 5:01 P.M. telephonically, pursuant to Governor Newsom's Executive Order N-29-20 (superseding the Brown Act related provisions of Executive Order N-25-20) in response to COVID-19. The meeting notice, agenda, and related materials were duly posted on December 3, 2020. MEMBERS PRESENT: Mayor Harry Sidhu and Council Members Stephen Faessel, Denise Barnes, Jordan Brandman, Jose F. Moreno, Lucille Kring, and Trevor O'Neil (all via teleconference). CITY MANAGER'S UPDATE: City Manager Jim Vanderpool thanked Council Members Barnes and Kring for their service to the community and their support of City staff. He wished them well in their new capacity and looked forward to engaging with them as they enter this new phase of their lives, noting they were forever part of the Anaheim family and wishing blessings on their future endeavors on behalf of all employees. Mr. Vanderpool congratulated Council Members -Elect Diaz and Valencia on behalf of all employees, welcomed them to the Anaheim family, stated they would receive a warm welcome and support, and he looked forward to working and collaborating with them. He offered congratulations to Mayor Pro Tem Faessel on his re-election, noted it was a pleasure working with him, looked forward to continuing working together over the next years, and thanked him for his service. CONSENT CALENDAR: At 5:08 P.M., Mayor Pro Tem Faessel moved to waive reading of all ordinances and resolutions and adopt the consent calendar as presented, in accordance with reports, certifications, and recommendations furnished each city council member and as listed on the consent calendar, seconded by Council Member Kring. RESOLUTION NO. 2020-142 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM, CALIFORNIA reciting the fact of the General Municipal Election held on November 3, 2020, declaring the result, and such other matters as may be provided by law. COUNCIL COMMUNICATIONS: Council Member Barnes provided outgoing comments. She thanked residents for putting up with the many meetings from home as opposed to being formally online. She praised City staff for helping right matters over four years, including life without permitted parking, with oversized vehicles, and other issues stemming from a lack of code enforcement. She thanked her staff for their assistance in helping her analyze proposals. She looked forward to having spare time to catch back up with her friends and family. She expressed her interest in seeing how Council Member -Elect Diaz would communicate with her and other District 1 residents. She noted she would still have the backs of citizens, especially Anaheim's seniors. Council Member Barnes recalled the position was new and exciting when first elected. She noted she wanted to ensure parks were redone. She praised the work done for the City's homeless by non- profits and for City staff who helped navigate the lawsuit barring evictions from parks. She credited Council Member Moreno for his work with the homeless. She credited those from her first two years in office who helped her see how to best utilize non -profits for the City to work smarter and find beds for those less fortunate. Council Member Barnes praised senior housing projects such as Miracle Terrace, which kept many in this population from becoming homeless. She praised the food -service volunteers for helping the community and those from the Anaheim Police Department (APD) and others who took time out to help the City's residents. She particularly praised Frank Garcia of We Give Thanks for his work with the annual Thanksgiving meal at the Honda Center. She praised the Meet on Beach event and former Mayor Tom Tait's prideful vision for the City. She praised Rob Mitchell for his work with West Anaheim events such as Meet on Beach and 39 Commons. She acknowledged this year has been tough but stated these projects show good things will still happen with patience. Council Member Barnes praised the community nature of West Anaheim and apologized for the last City Council not being of the same mindset. She hoped the next City Council was passionate and compassionate to those who go without, especially Anaheim's seniors. She hoped the best days are yet to come. She thanked staff and those who have rallied around her suggestions. Council Member Kring provided outgoing comments. She noted it was an "E-ticket" ride and thanked staff for their service, including members of Anaheim Fire & Rescue and APD. She noted she was most proud of dedicating Anaheim's first dog park and was happy to report Anaheim now has four dog parks. She recalled working with Anaheim Fire & Rescue at the North Net Training Center and noted it provided an eye-opening experience into their daily work. She reported participating in ride- alongs with APD to better understand their work. Council Member Kring thanked her current and past City Council colleagues for their dedication to community and service. She wished Council Member Barnes success in the next chapter of her life. She thanked the current City Council for the amazing last two years and highlighted their many accomplishments. She thanked City staff for their hard work, for thinking outside the box regularly, and for serving the residents well. She thanked Board Members she has worked with in other agencies and other City partners and organizations she has had the pleasure of working with. City Council Minutes of December 8, 2020 Page 3 of 6 Council Member Kring congratulated the incoming City Council and wished them success in the coming years. She thanked her staff over the years for their service and support and cited examples of their work. She thanked her husband for his dedicated service to Anaheim and his constant support of her efforts. Mike Lyster, Chief Communications Officer, presented a video from the Transportation Corridor Agencies thanking Council Member Kring for her service. City Clerk Theresa Bass presented a video presentation of the highlights of Council Member Kring's career. Council Member Kring wished residents a happy, healthy, and safe Christmas and Hanukkah season. Mayor Pro Tern Faessel noted it was an honor serving with Council Member Kring and applauded her 16 years of service to Anaheim. He thanked Council Member Barnes for her four years of service and looked forward to moving their vision for Anaheim parks forward. Council Member Brandman thanked Council Members Kring and Barnes for their service and wished them success in the next chapter of their life. Council Member Moreno thanked Council Member Kring for her service and noted he appreciated her candor and her commitment to the City. Council Member Moreno thanked Council Member Barnes for her service and her commitment to District elections and a district -based system. He thanked her for highlighting the state of the park infrastructure in Anaheim and noted the City now has a strategic plan for parks due to her dedication. He thanked her for her partnership, compassion, comradery, and for representing West Anaheim. Council Member O'Neil thanked Council Member Barnes for her service and noted their shared passion for senior citizens. He wished her the best of luck in her future endeavors. Council Member O'Neil thanked Council Member Kring for her service and tireless dedication to the residents of Anaheim. Council Member Barnes thanked her husband for his patience beyond measure and his support. She thanked additional colleagues who put in dedicated time and service for the residents of Anaheim. Council Member Diaz thanked God and District 1 voters for electing him to represent them. He congratulated Council Member -Elect Valencia and re-elected Mayor Pro Tem Faessel. He noted he looked forward to working with them along with Mayor Sidhu and Council Members Brandman, Moreno, and O'Neil. He looked forward to working directly with Council Member Brandman in City Council Minutes of December 8, 2020 Page 4 of 6 working on the needs of West Anaheim. He thanked outgoing Council Members Barnes and Kring for their service to Anaheim. Council Member Diaz noted he came to the United States from Cuba to build a better life for himself and noted he has built an incredible life in Anaheim. He looked forward to creating a better life for all residents of Anaheim, especially in District 1. He advised he has met with residents during his campaign who were looking for a voice for residents and noted he can rise to the occasion. He advised he brings the voice of a public employee, a manager, a former teacher, a laborer, and through the voice of his wife, the voice of a small business owner and entrepreneur. He advised he brings the voice of a homeowner, a parent, and a family member, and from his children, he brings the voice of children. Lastly, he noted he brings the voice of a West Anaheim resident. Council Member Diaz advised he is looking for the long-term success of the City and believed it begins with a focus on public safety. He plans on working with the Anaheim Police Department to expand community policing in West Anaheim, the homeless issue, and human trafficking. He would be working with staff to identify opportunities for investment in District 1 and to work with local and regional planners to introduce business development. He noted he comes to the City Council with an open mind and open ears to hear new ways to bring improved retail projects to West Anaheim and supported an increase in housing development. He advised he would work to minimize the economic impact on City employees and their families. Council Member Diaz thanked his campaign team, neighbors, family, and friends. He thanked his wife, Betty, for her support during the campaign and reminded his children this is not a choice but a must. Assembly Member Tom Daly congratulated Council Member -Elect Avelino Valencia, provided brief remarks, and administered the oath of office to Council Member -Elect Avelino Valencia. Council Member Valencia thanked God, his wife, and his family for accompanying him this evening. He congratulated Council Members Diaz and Faessel on their election and looked forward to working with them for the betterment of Anaheim. He thanked Council Members Barnes and Kring for their service to the City. Council Member Valencia thanked his campaign team for their commitment and contribution to the goal. He thanked Assembly Member Daly for his encouragement and support over the years. He was proud of the broad coalition of support behind his campaign to get him where he is today. He noted his commitment to the City is to continue expanding on the collaborative efforts to improve the quality of life for all of Anaheim. He noted his focus as a Council Member would be on the priorities that residents have communicated including keeping residents safe and healthy, reenergizing the economy, improving the City's efficiency and fiscal standing, and enhancing neighborhoods and parks. He noted he would be dedicated to developing a culture of collaboration, respect, distinction, and ethicality in the City. Council Member Valencia reported he is the son of immigrant parents and noted their work and sacrifices coupled with the opportunities Anaheim has offered him has equipped him to contribute to Anaheim in the most impactful way he can. He advised Anaheim has always been his home and is honored the residents of District 4 have chosen him to represent them at City Hall. He is confident the best days are yet to come. Ms. Bass administered the oath of office to Council Member Stephen Faessel. City Council Minutes of December 8, 2020 Page S of 6 Mayor Pro Tern Faessel advised he was born and raised in Anaheim. He noted he has been civically active for most of his adult life and noted serving as a City Council member has been one of his greatest honors. He thanked his wife, Susan, for her steadfast support and love for the last 48 years. He thanked his family, friends, supporters, and his many mentors. He thanked the many community leaders, business owners, local business trades, Mayor Sidhu, and colleagues who supported him along the way. He thanked District 5 voters for re-electing him, his campaign team, and his staff. Mayor Pro Tern Faessel noted Anaheim faces major challenges including homelessness, the high cost of housing, and the health and economic challenges of COVID-19. He advised the City has transitions thousands of individuals from homeless with a vast majority staying off the street for good. He noted the City has cultivated relationships with thousands of non -profits that help the City meet the needs of its homeless population. He highlighted new shelters that will be opening soon in the area, along with highlighting new senior housing projects. He advised much work remains to be done and promised to keep fighting for District 5 to improve the livability of neighborhoods, to improve the State College Corridor, to help the Platinum Triangle meet its potential, and to continue to work on the future Angel Stadium and Honda Center projects. He looked forward to a bright future for District 5. PUBLIC COMMENTS (non -agenda items): None COUNCIL COMMUNICATIONS/AGENDA REQUEST: Council Member Brandman congratulated new City Council Members and welcomed them to the dais. He looked forward to working with them to make progress in improving the quality of life for Anaheim residents. He encouraged residents to wear a mask, practice social distancing, and stay home unless necessary. Council Member Moreno congratulated Mayor Pro Tern Faessel on his re-election. He welcomed Council Members Diaz and Valencia and looked forward to working with them to improve the conditions of Anaheim residents. Council Member O'Neil congratulated Council Members Diaz and Valencia on winning their elections and Mayor Pro Tern Faessel on winning his re-election. He looked forward to keeping residents safe and healthy and restarting the economy. He advised the City has been subjected to new stay-at- home orders and he has heard from residents that it is unfair. He noted Anaheim has done more to help its residents than any other city in the county. He explained California is using a one -size -fits -all approach to reopening that does not make sense and he requested to agendize a City Council resolution appealing to the Governor and State health officials to include local input regarding shutdowns and stay-at-home orders, concurred by Mayor Pro Tem Faessel and Council Member Diaz. Mayor Sidhu reported Anaheim conducts City Council elections every two years and congratulated the winners. He congratulated Mayor Pro Tern Faessel for his re-election, which is a reflection of his life-long service to Anaheim and his leadership before and during the pandemic. He noted Council Member Diaz's inspiring life story shows that America and Anaheim are still a land of opportunity. He remarked that Council Member Valencia has strong Anaheim roots and will be a powerful voice for the increased opportunity in all Anaheim neighborhoods. He looked forward to the continued service of Council Members Brandman, Moreno, and O'Neil and noted they are strong advocates for their districts. He thanked Council Member Kring for her years of service to Anaheim and for lending her powerful voice for a strong Anaheim economy, jobs, parks, and businesses. He noted she could look back with pride on her contributions and mark on Anaheim. Mayor Sidhu reflected on his first two years of service and noted the City faced a large homeless population in the City's parks at the onset of his term. He advised the City opened an emergency shelter in two weeks and noted two additional shelters have been opened during that time. He noted this resulted in the return of Anaheim's parks to its residents. He noted the City's commitment to continuing to address the homeless crisis. Mayor Sidhu reported Anaheim First was established to assess the needs of Anaheim's neighborhoods. He advised they were about to provide a recommendation for improvement in every part of the City. He was confident the City would eventually recover from the pandemic and the top priority will be Anaheim's neighborhoods. He advised Anaheim would continue to work on housing affordability for its residents. He advised the historic commitment to housing was made with Angels Baseball and SRB Management and will result in 800 units around Anaheim Stadium. He noted Anaheim became the first city in Southern California to partner with the State and join the middle - income Workforce Housing Program, which will bring 1,000 units of rent -limited housing to Anaheim. Mayor Sidhu reported 2020 was a challenging year for the world and Anaheim due to the pandemic. He stated the pandemic showed that Anaheim is also a City of great character. He advised the City provided funding for local non -profits to help the needy, provided rental assistance, small business assistance, and subsidized internet access for residents. He noted no City had done more for its residents than Anaheim. He advised the City has expanded testing and is already making plans for the arrival of the vaccine. He asked residents to dig deep, get through the next through months together, and get ready for Anaheim to roll back. He looked forward to the new Angel Stadium development plan, which includes a refurbished stadium, restaurants, and hotels, and will provide tens of thousands of jobs and millions in tax revenue for City services. Mayor Sidhu advised the City Council would receive a budget update at its next meeting and knows there will be challenges. He noted that, working with City Manager Jim Vanderpool, the City will get through the budget crises caused by the pandemic. He knows City Council will work together to emerge from the pandemic and come back better than before. In 2018, Christopher Eisinger was killed by five Anaheim police officers while walking down a sidewalk. The five officers held him down for over 5 minutes with their knees on his head, neck, and back until he suffocated. They exerted so much force on Christopher that he ended up with five fractures in his face and his eye out of his socket. Once Christopher stopped breathing, not one officer attempted to save his life. Instead, they stood by and waited over 8 minutes for the paramedics to arrive. Christopher was an unarmed Black man who deserves to still be here with us today. Since his death, none of the officers who murdered him have been charged or reprimanded for their actions, and are still working. Anaheim PD has a long and dark history of brutality, and as long as these officers continue to have their jobs, innocent killings of more Black people will continue to happen. demand that Orange County District Attorney Todd Spitzer reopen the investigation into the death of Christopher Eisinger. Todd Spitzer must press charges against all five officers and Anaheim PD must fire and remove the mentions of all officers involved in the killing of Christopher Eisinger, including the training officer. The Eisinger family will never truly have justice because a son, father and brother was taken from them but the city of Anaheim and Orange County must take responsibility for their actions against one of our own. I am a resident of Anaheim and have watched as the challenge of homelessness in our city continues to increase. As a donor to Covenant House, I am inspired by the work they do to not only get kids off the streets but to help them gain the skills necessary to become productive members of their community. Having a Covenant House in Anaheim will take young people who are currently homeless (and may be causing problems in our city) off the street. This will not only improve the safety of our city but will do so much to help youth who have been left behind by their families or society. I am here to speak out in support of the Little Arabia Designation. I support the designation because I think it is one way to honor the Arab culture in a country where that has not always been the case. There are many cultural and ethnic enclaves across Southern California such as the neighboring Little Saigon, Koreatown, Little Armenia, and others. These enclaves have contributed to the state's tourism, culture, and vibrancy. It is time for the City of Anaheim to officially designate Little Arabia. I am emailing you to have a special council meeting or to have on the next agenda to discuss at the next meeting to defy the Governors Regional Stay-at-home order as well as getting neighboring cites to form a coalition that will defy the order as well. Also, to declare yourself as a sanctuary city for businesses including Disneyland. We cast members want to back to work and make magic again for all of our guests. If we have to wait longer more cast members including myself will get laid off if this keeps going on for more months instead of three weeks. I'm not just talking about Disneyland I am talking about all the businesses in the city that rely on the tourism that Disneyland brings that have to stay shut down all because of these orders. For the sake of us cast members and businesses, please defy the governor's orders and let Disneyland open up 100%. I hope you take this into consideration.
