A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM OPPOSING MEASURE A (HOTEL AND
EVENT CENTER MINIMUM WAGE, WORKER
RETENTION, AND HOTEL WORKER SAFETY AND
WORKLOAD INITIATIVE ORDINANCE) SUBMITTED
TO THE VOTERS OF ANAHEIM AT A SPECIAL
MUNICIPAL ELECTION TO BE HELD ON TUESDAY,
OCTOBER 3, 2023
WHEREAS, Measure A is an initiative measure proposing a hotel and event center
minimum wage, worker retention, and hotel worker safety and workload initiative submitted to
the voters of Anaheim at a special municipal election to be held on Tuesday, October 3, 2023;
and
WHEREAS, a report recently prepared by Baker Tilly, LLC, found that Measure A will
have significant negative economic and operational impacts on the Anaheim Convention Center
and other city -owned or privately owned event centers; and
WHEREAS, this same report estimated that for the Anaheim Convention Center alone,
the projected impact on salary costs, including benefits, ranges from $4.8 million to $5.1 million
annually if all salary ranges below $25 per hour are adjusted; and
WHEREAS, negative impacts to Anaheim's tourism market and supporting businesses
will have a negative impact on job growth; and
WHEREAS, a report recently prepared by Beacon Economics found that Measure A will
have an adverse effect on the long-term financial health of Anaheim's hotel industry; and
WHEREAS, the same report found that Measure A will more than double hotel labor
costs, some of which will be passed onto guests in the form of higher average room rates; and
WHEREAS, the same report found that, because of their higher prices, hotels will receive
fewer guests and lower occupancy rates, while incurring more expensive operating costs; and
WHEREAS, the same report found that the additional financial strains that Measure A
would place on the hotel industry could push some hotels out of business, and would lower the
attractiveness of Anaheim as a place to build hotels; and
WHEREAS, a depressed tourism market will have adverse indirect impacts on other tax
revenue sources as well.

NOW, THEREFORE, the City Council of the City of Anaheim does hereby resolve as
follows:
1. The City of Anaheim opposes Measure A.
2. The City Clerk shall certify the adoption of this Resolution.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of the
City of Anaheim this 1 Sth day of July, 2023, by the following roll call vote:
AYES: Mayor Pro Tern Rubalcava and Council Members Diaz, Kurtz, Faessel and Meeks

ABSENT: None
ABSTAIN: Mayor Aitken and Council Member Leon
