RES-2023-067RESOLUTION NO. 2023- 067 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING RESOLUTION NO. 2022-138 FOR THE PURPOSE OF CREATING, DELETING AND/OR MODIFYING CERTAIN CLASSIFICATIONS REPRESENTED BY THE ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION, PART-TIME UNIT, AND APPROVING A LETTER OF UNDERSTANDING CONCERNING TRAINING DUTY ASSIGNMENT PAY FOR EMPLOYEES IN THE CLASSIFICATION OF TRAFFIC CONTROL ASSISTANT WHEREAS, Section 1.05.020.0103 of the Anaheim Municipal Code requires the Human Resources Director to maintain and administer the position classification and compensation plan; and WHEREAS, the Human Resources Director has recommended in a staff report dated, August 15, 2023, that the need exists to create, delete and/or modify certain classifications within the designation of Anaheim Municipal Employees Association ("AMEA"), Part -Time Unit, effective the pay period beginning August 18, 2023; and WHEREAS, Resolution No. 2022-138, has established and modified classifications, rates of compensation, and pay policies for classifications assigned to the AMEA, Part -Time Unit; and WHEREAS, such additions, deletions and modifications require an amendment to Section 1 of Resolution No. 2022-138, as amended; and WHEREAS, a Letter of Understanding ("LOU") is required to amend the current MOU and authorize the modified training duty assignment pay for employees in the classification of Traffic Control Assistant; and WHEREAS, the City and the AMEA, Part -Time Unit, have met and conferred in good faith, and as a result thereof, a LOU dated August 8, 2023 between the parties has been prepared and signed; and WHEREAS, the City Council of the City of Anaheim does find that creating, deleting and/or modifying such classifications within the designation of AMEA, Part -Time Unit, and that the approval of the LOU is in the best interest of the City of Anaheim. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim as follows: SECTION 1. 1. That effective the pay period beginning August 18, 2023, Appendix B, Wages, of the Memorandum of Understanding between the Anaheim Municipal Employees Association, Part -Time Unit, and the City of Anaheim, as amended, is hereby further amended by modifying the compensation of the following job classifications: Classification Park Ranger Senior Park Ranger Traffic Control Assistant Hourly Salary Range Steps $20.73 - $24.00 06-09 $24.68 - $30.00 05-09 $21.81 - $25.24 06-09 2. That effective the pay period beginning August 18, 2023, the LOU dated August 8, 2023 between the City of Anaheim and the Anaheim Municipal Employees Association, Part - Time Unit, and the City of Anaheim, a copy of which is attached hereto and incorporated by reference herein, is hereby approved. SECTION 2. Except as amended herein, classifications assigned to the AMEA, Part -Time Unit, shall remain in full force and effect. SECTION 3. The Human Resources Director shall be delegated with the authority to publish the authorized salary schedule in said Memorandum of Understanding in any format meeting the requirements of the California Code of Regulations section 570.5. SECTION 4. The effective date of said amendment to Resolution No. 2022-138, as amended, is August 18, 2023. SECTION 5. The City Clerk shall certify the adoption of this Resolution. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 15t' day of August, 2023 by the following roll call vote: AYES: Mayor Aitken and Council Members Rubalcava, Diaz, Leon, Kurtz, Faessel and Meeks NOES: None ABSENT: None ABSTAIN: None CITY OF ANAHEIM Aa4'-�Va- L MAYOR OFT Y OF ANAHEIM AT C ERK OF THE CITY OF ANAHEIM LETTER OF UNDERSTANDING between the ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION, PART-TIME UNIT and the CITY OF ANAHEIM The Anaheim Municipal Employees Association, Part -Time Unit ("AMEA"), and the City of Anaheim ("ANAHEIM"), herein referred to collectively as the "PARTIES" have met and conferred and reached an agreement on Article 17 — Multiple Appointments within the June 24, 2022 through July 3, 2025 Memorandum of Understanding ("MOU") between the AMEA and ANAHEIM regarding training and/or evaluation duty assignment pay for employees in the classification of Traffic Control Assistant. The PARTIES agree to the following modification of Article 17.10 as set forth herein and shall be effective the pay period beginning August 18, 2023: An employee in the classification of Traffic Control Assistant who is assigned responsibility for training and/or evaluating newly hired employees shall be assigned the additional classification of Part -Time Traffic Controller, and shall be paid at the top step of the Part -Time Traffic Controller salary range for all hours spent training and evaluating newly hired employees. The remainder of the MOU between the AMEA and ANAHEIM shall not be affected hereby and shall remain in full force and effect.
