RES-2006-131RESOLUTION NO. 2006-131 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM DECLARING JULY 1 THROUGH JULY 14, 2006, AS "FREEDOM DAYS" IN ANAHEIM WHEREAS, the City Council of the City of Anaheim places a high priority on preserving, protecting and furthering the individual freedoms and personal liberties guaranteed to the people under the United States Constitution and the Constitution of the State of California; and WHEREAS, on July 13, 2004, the City Council adopted its ResolutionNo.2004-158 declaring July 1 through July 14 each year as "Freedom Days" in the City of Anaheim in recognition of prior actions of the City Council and as a commitment by the City Council to continue to place a high priority on actions which preserve, protect and further the individual freedoms and personal liberties of the people of Anaheim; and WHEREAS, in furtherance of such individual freedoms and personal liberties, the City Council has made a concerted effort in the preceding twelve month period to evaluate existing City of Anaheim regulations, prohibitions, sanctions, taxes and fees to determine whether such regulations, prohibitions, sanctions, taxes and fees are reasonable, necessary and appropriate, and otherwise further the public interest without unduly restricting or infringing upon the personal freedoms and liberties of the people of Anaheim; and WHEREAS, as a result of such effort, the City Council has, over theprecedingthirty- six months, repealed regulations no longer deemed essential or effective in protecting and serving the public interest, peace,~health, safety or general welfare, has reduced the prescribed sanctions and penalties for many municipal code violations to a level commensurate with the nature and severity of the offenses, and has reduced or eliminated taxes and fees on certain businesses and activities; and WHEREAS, the City Council is committed to continuing its efforts to preserve, protect and further the individual freedoms and personal liberties of the people of Anaheim. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. That, in recognition of the above described past actions of the City Council and its continuing commitment to protect and further the personal rights, liberties and freedoms of the people of Anaheim through its existing and future policies, programs and actions, the City Council hereby declares July 1 through July 14, 2006 as "Freedom Days" in the City of Anaheun. 2. That the City Manager, acting by and through the departments and staff under his or her direction and control, is hereby directed to continue to examine City policies, programs, practices and processes to assure that the same are, and continue to be, "freedom friendly" and consistent with the goals and purposes set forth in this resolution, and to continue to make recommendations tothe City Council concerning the adoption or revision of City policies, programs, practices and processes which would promote and be consistent with the personal rights, liberties and freedoms of the people of Anaheim. 3. That the City Attorney is hereby directed to continue to examine City ordinances and other regulations to identify those ordinances and regulations which should be revised or repealed to be consistent with the goals and purposes of this resolution, and to bring recommendations forward to the City Council for appropriate action relating thereto. 4. That annually, during "Freedom Days" in Anaheim, the City shall celebrate the actions taken by the City Council during the preceding twelve months to protect, preserve and further the personal rights, liberties and freedoms of the people of Anaheim.
