RES-2024-003RESOLUTION NO.2024- 0 0 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING THE INSTALLATION OF LITTLE ARABIA FREEWAY SIGNS ON INTERSTATE 5 AND STATE ROUTE 91 WHEREAS, on August 23, 2022, the City Council of the City of Anaheim approved a motion to formally designate a portion of the Brookhurst Street Corridor, bounded to the north by Broadway and to the south by Ball Road, as "the Little Arabia District" ("Little Arabia") due to its cultural and historical significance to the City; and WHEREAS, Little Arabia hosts a multitude of Middle Eastern and North African ("MENA") businesses that attract shoppers and visitors of MENA heritage and visitors wishing to experience MENA culture from within Southern California and from around the world; and WHEREAS, the City of Anaheim wishes to further promote Little Arabia and use the regional draw of Little Arabia to attract and increase visitors and shoppers to the City; and WHEREAS, Section 101.12 of California Streets and Highways Code sets forth guidelines for placing and maintaining highway signs that direct drivers to specific communities within the geographical boundaries of a city or county; and WHEREAS, the City Council of the City of Anaheim seeks to request that the California Department of Transportation ("Caltrans") post directional signs on Interstate 5 ("I-5") and State Route 91 ("SR-91 ") directing motorists to the Little Arabia District within the City of Anaheim. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Anaheim hereby: 1. The City Council of the City of Anaheim finds that all conditions within Section 101.12 of California Streets and Highways Code are met with respect to Little Arabia, including: a. The name of the community is culturally unique and historically significant; b. The name of the community has resulted from the influence of a culture over a significant period of time; c. The general public and media commonly recognize the name of the community; d. The community is entirely located within the City of Anaheim; e. Signs will be consistent with the signing requirements for the state highway system; f. The geographical boundary of the community is within three miles of Brookhurst Street exits on I-5 and SR-91; g. Trailblazing signs will be installed on appropriate streets or roads leading to Little Arabia prior to installation of signs on I-5 and SR-91; and, h. The City of Anaheim will provide funds from nonstate sources that cover all costs for Caltrans to place and maintain, or cause to be placed and maintained, appropriate signs on I-5 and SR-91. 2. The City Council of the City of Anaheim approves the filing of a request to Caltrans to install and maintain two highway directional signs on the northbound and southbound exits 113A on I-5 and two highway directional signs on the eastbound and westbound exits 26 on SR-91 directing drivers to "the Little Arabia District" or "Little Arabia" located along the Brookhurst Street Corridor, bounded to the north by Broadway and to the south by Ball Road; and 3. The City Council of the City of Anaheim agrees that the City of Anaheim will pay for the manufacture and installation of the highway directional signs.
