A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM CREATING A
CLASSIFICATION REPRESENTED BY THE
ANAHEIM POLICE ASSOCIATION, ASSIGNING
THE RATE OF COMPENSATION AND SALARY
RELATIONSHIP PAY POLICY, AND
APPROVING A RELATED LETTER OF
UNDERSTANDING BETWEEN THE ANAHEIM
POLICE ASSOCIATION AND THE CITY OF
ANAHEIM
WHEREAS, Section 1.05.020.0103 of the Anaheim Municipal Code requires the
Human Resources Director to maintain and administer the position classification and
compensation plan; and
WHEREAS, the Human Resources Director has recommended in a staff report
dated, January 23, 2024, that the need exists to create a classification within the representation of
the Anaheim Police Association ("APA"), and assign rate of compensation and salary relationship
pay policy for the classification, effective the pay period beginning February 2, 2024; and
WHEREAS, the City of Anaheim and the APA executed a Memorandum of
Understanding ("MOU") on wages, benefits, and other terms and conditions of employment for
employees represented by the APA on June 28, 2019; and
WHEREAS, a Letter of Understanding ("LOU") between the City of Anaheim and
the APA is also required to amend the current Memorandum of Understanding and authorize the
compensation and pay policies for employees in the classification of Police Officer — Digital
Forensics Investigator; and
WHEREAS, the City and the APA, have met and conferred in good faith, and as a
result thereof, a LOU between the parties has been prepared and signed; and
WHEREAS, the City Council of the City of Anaheim does find that creating such
classification within the designation of the APA, and that the approval of the LOU is in the best
interest of the City of Anaheim.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
SECTION 1.
1. That effective the pay period beginning February 2, 2024, Article 16 — Salary
Relationships and Appendix "A-l" - Wages, of the Memorandum of Understanding between the
City of Anaheim and the APA, is hereby amended by establishing the compensation of the
following job classification:

2. That effective the pay period beginning February 2, 2024, the LOU between the
City of Anaheim and the APA, a copy of which is attached hereto and incorporated by reference
herein, is hereby approved.
SECTION 2.
Except as amended by Council authority, all terms and provisions of the
Memorandum of Understanding between the City of Anaheim and the APA, as adopted by
Resolution No. 2020-023, shall remain in full force and effect.
SECTION 3.
The Human Resources Director shall be delegated with the authority to publish the
authorized salary schedule in said Memorandum of Understanding in any format meeting the
requirements of the California Code of Regulations section 570.5.
SECTION 4.
The effective date of said amendment to the Memorandum of Understanding, as
amended, is February 2, 2024.
SECTION 5.
The City Clerk shall certify the adoption of this Resolution.

City of Anaheim this 23' day of January, 2024 by the following roll call vote:

LETTER OF UNDERSTANDING
between the
ANAHEIM POLICE ASSOCIATION
and the
CITY OF ANAHEIM
The Anaheim Police Association ("APA") and the City of Anaheim ("ANAHEIM"), herein
referred to collectively as the "PARTIES" have met and conferred and reached an agreement on
the rate of compensation and salary relationship pay policy for a newly created classification of
Police Officer — Digital Forensics Investigator. The PARTIES agree to amend the June 28, 2019
through July 3, 2025 Memorandum of Understanding between the APA and the City of Anaheim
as provided below:
Effective February 2, 2024, ARTICLE 16 — SALARY RELATIONSHIPS shall be amended to add
the following classification:
POLICE OFFICER
Police Officer — Digital Forensics Investigator 1.20 x Police Officer
Furthermore, APPENDIX "A-1" — WAGES, shall be amended to include the classification, Police
Officer — Digital Forensics Investigator, effective February 2, 2024. A copy of the amended
APPENDIX "A-1" — WAGES is attached hereto and incorporated by reference herein.
The remainder of the MOU between the APA and ANAHEIM shall not be affected hereby and
shall remain in full force and effect.
