A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM APPROVING A
LETTER OF UNDERSTANDING BETWEEN THE
ANAHEIM POLICE ASSOCIATION AND THE
CITY OF ANAHEIM CONCERNING THE
RENAME OF CLASSIFICATIONS
REPRESENTED BY THE ANAHEIM POLICE
ASSOCIATION
WHEREAS, Section 1.05.020.0103 of the Anaheim Municipal Code requires the
Human Resources Director to maintain and administer the position classification and
compensation plan; and
WHEREAS, the Human Resources Director has recommended in a staff report
dated, January 23, 2024, that the need exists to change the titles of the Bailiff, Corrections Officer,
and Corrections Facility Supervisor classifications represented by the Anaheim Police Association
("APA") effective the pay period beginning February 2, 2024; and
WHEREAS, the purpose of changing said classification titles was recommended
for the purpose of formally recognizing the existing scope of duties and responsibilities performed
by employees in these classifications; and
WHEREAS, the City of Anaheim and the APA executed a Memorandum of
Understanding ("MOU") on wages, benefits, and other terms and conditions of employment for
employees represented by the APA on June 28, 2019; and
WHEREAS, the adoption of new titles for classifications under the representation
of the APA requires an amendment to the MOU; and
WHEREAS, a Letter of Understanding ("LOU") between the City of Anaheim and
the APA is required to amend the current MOU to reflect the new classification titles referenced
in various articles of the MOU and authorize an amendment to the salary schedule, under
APPENDIX "A-1" — Wages, to reflect the new titles of the Bailiff, Corrections Officer, and
Corrections Facility Supervisor classifications; and
WHEREAS, the City and the APA, have met and conferred in good faith, and as a
result thereof, a LOU 2023 between the parties has been prepared and signed; and
WHEREAS, the City Council of the City of Anaheim does find that changing such
classifications titles, and that the approval of the LOU is in the best interest of the City of Anaheim.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
SECTION 1.
1. That effective the pay period beginning February 2, 2024, any reference in the
MOU including Appendices thereto, of the existing classification titles of Bailiff, Corrections
Officer, or Corrections Facility Supervisor are hereby changed to Bailiff / Police Reserve Level
III, Corrections Officer / Police Reserve Level II1, and Corrections Facility Supervisor / Police
Reserve Level III respectively.
2. That effective the pay period beginning February 2, 2024, the LOU
between the City of Anaheim and the APA, a copy of which is attached hereto and incorporated
by reference herein, is hereby approved.
SECTION 2.
The Human Resources Director shall be delegated with the authority to publish the
authorized salary schedule in said Memorandum of Understanding in any format meeting the
requirements of the California Code of Regulations section 570.5.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 23rd day of January, 2024 by the following roll call vote:

and the

The Anaheim Police Association ("APA") and the City of Anaheim ("ANAHEIM"), herein
referred to collectively as the "PARTIES" have met and conferred and reached an agreement on
renaming classifications titles of existing classifications assigned to the APA. The PARTIES agree
to amend the June 28, 2019 through July 3, 2025 Memorandum of Understanding ("MOU")
between the APA and the City of Anaheim as provided below.
Effective February 2, 2024, any reference in the MOU used to describe the following classification
titles is hereby amended to reflect the new classification titles as provided:
Existine Classification Titles New Classification Titles
Bailiff Bailiff / Police Reserve Level III
Corrections Officer Corrections Officer / Police Reserve Level III
Corrections Facility Supervisor Corrections Facility Supervisor / Police
Reserve Level III
Furthermore, APPENDIX "A-l" — WAGES, shall be amended to reflect the new classification
titles effective February 2, 2024. A copy of the amended APPENDIX "A-1"— WAGES is attached
hereto and incorporated by reference herein.
The remainder of the MOU between the APA and ANAHEIM shall not be affected hereby and
shall remain in full force and effect.
