59R-5522 copies forwarded Finance Po li c e RESOLUTION NO. 5522 - A RESOLUTION OF THE CI1Y COUNCIL OF THE CITY OF ANAHEIM ESTABLISHING COLLECTION POLICIES IN CONNECTION WITH CONTRACTS WITH ORGANIZATIONS AND INDIVIDUALS FOR SPECIAL POLICE PROTECTION FOR SPECIAL EVENTS. ~~EREAS, the City Council of the City of Anaheim has heretofore authorized the Chief of Police of the City of Anaheim to enter into contracts with persons and organi- zations to provide special police protection for special events in the City of Anaheim, by Resolution No. 5052; and WHEREAS, in accordance ~ith said Resolution the person or organization requesting such protection and to whom such protection is furnished is required to pay for such protection to the City of Anaheim; and ~~EREAS, some problems have developed in the collection of said amounts from individuals and organiza- tions; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anahei~ that the following policy in connec- tion with the collection of fees for furnishing special police protection is hereby established: (1) All billings for special police protection furnished shall be made by the Finance Department on its regular billing date following the furnishing of the special police protection and such billings shall inClude charges for all special police protection furnished during said preceding billing period. (2) All such bills shall be due and payable immediately upon submission of said state- ment and shall be declared delinquent fifteen (15) days after such submission. (]) In the event such bills are not paid before delinquent, then no further special police protection shall be furnished such person or organization until such bill for past special police protection has been paid in full. .....- (4) In the event that any person or organiza- tion requesting special police protection has on three or more prior occasions, when special police protection has been used, failed to pay promptly for said services when billed, then no such special police protection shall be furnished by the Chief of Police unless and until said person or organization shall pay an amount in advance suffIcient to cover the entire estimated -1- --- cost of the special police protection re- quested or deemed necessary for the special event or for the next thirty day period in the case of continuing special police pro- tection. The amount of any such advance payment shall be determined by the Chief of Police and should the advance payment be in excess of the amount necessary to pay for the services rendered, then the excess shall be held as a credit fer the person or organiza- tion paying the same, and may be used toward any further advance payment or shall be refunded upon written demand.
